POSITION SUMMARY
This position is responsible to provide leadership, planning, development, design and construction of Transportation Engineering projects for the Department of Public Services; and oversees engineering staff within the Roads & Pathways Division.
ESSENTIAL FUNCTIONS

- Directs the work of and manages assigned staff. Interviews and selects new employees. Provides training and instructions and ongoing training needs. Assigns tasks, reviews work and prepares performance evaluations. Recommends employee transfers, reclassifications, promotions, disciplinary action, and discharge.
- Provides leadership and management to all assigned staff. Directs staff on difficult projects.
- Analyzes and evaluates existing objectives, goals, standards, priorities, policies and procedures.
- Researches, recommends, develops and implements policies, procedures, and standards. Introduces design standard updates, ordinance updates and Engineering Division procedures updates.
- Develops work plans and strategies to meet Department needs-both short term and long term; develops and direct the implementation of goals, objectives, policies, procedures and work standards to ensure success. Ensures proper implementation and City conforms to related legislative requirements.
- Plans, coordinates, develops, designs, directs, and reviews capital improvement projects, maintenance projects, and private development projects as it relates to infrastructure.
- Performs, analyzes, and provides recommendations to traffic issues and studies. Issues Traffic Control Orders based upon study results. Facilitates Advisory Traffic and Safety Committee meetings.
- Represents the City at Road Commission for Oakland County (RCOC) Federal Aid Committee (FAC) meetings.
- Performs professional engineering and design activities providing oversight to projects; develops and reviews detailed designs, including plans, specifications, contract documents, and cost estimates; provides engineering services during construction; oversees contract administration for capital projects.
- Oversees the selection of engineering consultants; coordinates consultant’s activities.
- Monitors expenditures and approves purchase requests within assigned area of authority.
- Coordinates Transportation Engineering activities with other divisions, city departments, and outside agencies; provides staff assistance to the Director or other managers as needed.
- Submits necessary documentation for grant submittal and coordination.
- Receives and handles questions and concerns from the public, elected officials, government agencies, and City staff pertaining to traffic safety and construction projects and other division matters.
- Manages the street lighting program. Coordinates city traffic signal installations (including agreements), operations, and maintenance.
- Provides direction and oversight on City rights-of-way permitting process and annual bridge inspection program.
- Other duties as assigned.
MINIMUM REQUIRED QUALIFICATIONS
- Bachelor’s Degree in Civil Engineering with five (5) years of transportation related experience.
- Michigan Professional Engineer (PE) License, or must be obtained within one (1) year of employment.
- Two (2) years supervisory experience.
OTHER REQUIREMENTS
- Valid driver’s license with acceptable driving record.
- Intermediate proficiency with office computers and related business applications.
PREFERRED QUALIFICATIONS
- Master’s Degree in a transportation related field.
- Professional Traffic Operations Engineer Certification.

- Work requires operating a vehicle in City traffic in various weather conditions.
