Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. The Opportunity
WSDOT is currently seeking a Transportation Engineer 3 In- Training in Union Gap, WA. This position is a critical part of the South-Central Region's Program Management (PM) Office. This position performs an essential role in ensuring the timely delivery and reporting of SCR's highway construction program. This position's responsibilities include supervising Project Control staff in the entering and maintaining of accurate project data in current program management systems, such as the Capital Program Management System (CPMS) and Transportation Executive Information System (TEIS) as well as the agency accounting system (TRAINS) and databases. Oversight, management, and monitoring of project funds, spending plans and actuals spent. Regular communication with project and reporting offices as per potential and actual changes to scope, schedule, and budget. The person in this position must recognize inconsistencies, review the work of others for accuracy, and provide timely answers for urgent program
management related questions from Supervisor, Manager, Region, and HQ staff.
What to Expect
Among the varied range of responsibilities held within this role, you will:
  • Prepare, submit, and review multiple types and kinds of simple and complex work orders.
  • Enter and maintain project information in various Program Management Systems such as:
    • Capital Program Management System (CPMS)
    • Federal Aid Tracking System (FATs)
    • Transportation Executive Information System (TEIS)
    • Agency Accounting system (TRAINS).
  • Complete group closures and Work Order closures including WOAs to balance to actuals.
  • Review and Update Federal fund unbilled weekly reports.
  • Federal Aid Participation Agreement (FAPA) End date reviews and updates
  • Review and Update O-line report - monthly.
  • Review of updates sent out for quarterly aging sheets.
  • Review and process Construction Contract Financial Authorization (CCFA) and Adjust to Award (A2A) Work Order.
  • Assist with book building by reviewing projects scopes, schedules, and budgets, and entering the data into CPMS.
  • Review all Project Change Management requests, submit change management language to supervisor/manager and then manage the update of CPMS with scope, schedule, or budget changes as approved.
  • Monitor spending for projects and report discrepancies and variances to supervisor and managers.
  • Qualifications
    Please note this position has been approved for in-training. Candidates will be considered as a Transportation Engineer 2 or Transportation Engineer 3, depending on qualifications.
    Required qualifications at the level:
    • Bachelor of Science degree in Engineering, Construction Management, Project Management, or closely related field.
    OR
    • Two (2) years of experience as a Transportation Engineer 1, Transportation Technician 3, Bridge Engineer 1, or equivalent.

    Required qualifications at the level:
    • One (1) year of experience as a Transportation Engineer 2, Bridge Engineer 2, or Transportation Planning Specialist 2, or equivalent such as a Construction Manager, Design or Civil Engineer.
    AND
    • Possess a Valid State Driver's License.
    • Knowledge of engineering principles, practices, and methods and the ability to apply them to engineering problems.
    • Knowledge of the basic principles of budgeting and project scheduling.
    • Ability to supervise, evaluate, provide leadership, direction, mentor, and train individuals and diverse teams composed of Engineers and Technicians.
    • Ability to read, interpret, and understand contract plans, specifications, and estimates.
    • Handle multiple and changing assignments, proactively manage own workload and plan/oversee the work of others, complete tasks by scheduled deadlines while accommodating unexpected work on short notice.

    It is preferred that qualified candidates also have:
    • A Bachelor of Science Degree in Civil Engineering, Structural Engineering, or a closely related field.
    AND
    • Two (2) years of experience as a Transportation Engineer 2 or equivalent.
    • One (1) year or more of experience organizing and manipulating data in spreadsheets or similar such as MS Excel utilizing basic to advanced formulas and functions.
    • One (1) year or more of experience in data organization, assembly, review and accurate entry into a program or system.
    • Experience in programs and reporting software such as COGNOS, TEIS, FIRS, TRAINS, FATS, and CPMS or equivalent programs to analyze data, forecast expenditures, and build complex reports.
    • Experience in program management or program administration.
    • Experience in Transportation Engineering disciplines such as design, construction, planning, scoping, surveying, or similar.
    • Knowledge of WSDOT project development process and policies.

    Insurance Benefits

    Retirement and Deferred Compensation
    State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.
    Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
    Social Security
    All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
    Public Service Loan Forgiveness
    If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
    Holidays
    Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
    Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
    Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
    Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
    Sick Leave
    Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
    Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
