Location: Remote + ability to travel internationally to deliver in-person trainings
Position Description
Lynker is hiring for a part-time Training Specialist to support NOAA Office of Law Enforcement (OLE) to deliver an already developed NOAA training curriculum on the operational implementation of the Port State Measures Agreement for the duration of two separate course deliveries (~6-8 day deliveries with 12 days expected in country for each curriculum delivery), with a classroom capacity up to 40 trainees each. The curriculum will be delivered in-country - one in Manta, Ecuador, and the other in Lima, Peru sometime in FY24 Q2 - Q4. The contractor will be required to participate in virtual pre- and post-training meetings with NOAA in addition to delivering the curriculum in person. Each curriculum delivery is jointly presented with the NOAA Office of Law Enforcement personnel i.e. two Lynker trainers will work together with two NOAA trainers to deliver the curriculum in each location. Interpretation services will be provided.
Qualifications of the Training Specialist:
- Prior experience working with NOAA OLE or other federal law enforcement
- On the ground experience conducting Port State Measures Agreement inspections
- Experience as instructors and/or with capacity building for foreign governments
- Excellent verbal skills
- Experience providing services comparable to those requested herein, including provisioning of technical experts to trainings in countries outside of the United States, with a preference for Ecuador and Peru.
- Experience as a professional trainer delivering training to law enforcement personnel.
- Active valid passport for international travel
