Where Will I Work?
This position may be located at the FDOT Southwest Area Office at 10041 Daniels Parkway in Fort Myers or FDOT District One Headquarters at 801 North Broadway Avenue in Bartow. The location will be based upon the preference of the chosen candidate.
What Will My Role Be?
The Traffic Specialist IV position reports to the Access Management Manager within Traffic Operations. This position will complete access management reviews of driveway connection permits and FDOT projects for compliance with 14-96 and 14-97, Florida Administrative Code (F.A.C.).
The ideal candidate has experience working with permits or adherence to regulations. Has a general understanding of traffic engineering principles and applications and can develop and maintain effective working relationships.
Your duties and responsibilities in this role will be to:
  • Participate in the review of plans, permit applications, and other documents for access related issues. Attend meetings such as pre-application meetings, TRC/DRC (Transportation Review Committee/Development Review Committee) meetings with local agencies, scope development meetings, and others to represent the District for access management related issues. Assist the District Traffic Services Engineer on various access management related items.
  • Perform engineering review and analysis, develop engineering reports and associated documents (work orders, traffic regulations, signal operating plans, benefit/cost analysis, etc.) This includes field assessments, applying engineering principles and judgment to identify operational and safety deficiencies and appropriate remedial action. Coordinate with Department staff, affected external agencies, and customers as required. Ensure coordination of resources necessary to implement remedial action.
  • Prepare and participate in meetings and presentations with internal and external customers to represent Traffic Operations interests. Coordinate with the Public Information Office to address public inquiries and concerns. Attend public meetings and provide useful commentary and review of work products. Development of correspondence and follow-up with contact as needed.
  • Assist in development and management of professional and contractual services contracts and other types of agreements that support Traffic Operations functions. Includes developing documentation for contract funding, request for proposal (RFP) and related documents, participation on technical review committees (TRC), evaluation of contract work products, consultant evaluation and invoice processing / approval.
  • Provide review comments on plan submittals generated by the Department and other entities. This includes developing technical comments directed to the design project manager or design engineer of record based on traffic engineering fundamentals, Department design standards and engineering judgment. Includes accepting/rejecting the responses to those comments.

Knowledge, Skills and Abilities
  • Knowledge of traffic engineering concepts, terminology, principles, and analytical techniques;
  • Knowledge of the Manual of Uniform Traffic Control Devices;
  • Knowledge of Florida Department of Transportation standards, manuals, guidelines and practices;
  • Knowledgeable of traffic data collection techniques;
  • Knowledge of Access Management Principles;
  • Knowledge of FDOT Rules 14-96 and 14-97 and their application;
  • Skilled in problem solving;
  • Skilled in the use of personal computers and a variety of engineering software;
  • Skilled in communication, including written, verbal and effective listening;
  • Ability to read and interpret plans, specifications, design standards, and manuals;
  • Ability to apply engineering concepts, practices and functions;
  • Ability to input and retrieve information from a computer database;
  • Ability to collect, analyze, and interpret engineering data;
  • Ability to work independently and make decisions;
  • Ability to establish and maintain effective working relationships.

Minimum Qualifications
A high school diploma and four years of engineering, traffic studies, or traffic safety experience; or An associate of arts or science degree in computer science, engineering technology, or similar relevant area of study and two years of engineering, traffic studies, or traffic safety experience; or A bachelor's degree from an accredited college or university with a major in engineering, computer science, engineering technology or similar relevant area of study and one year of engineering, traffic studies, or traffic safety experience; or Successful completion of the Fundamentals of Engineering Exam and has an Engineer in Trainee (EIT) certification in either Florida or another State; or An active International Municipal and Signal Association (IMSA) Sign and Pavement Marking certification.
SPECIAL REQUIREMENTS: While on-duty status, the position's incumbent may be required to drive a state owned or leased vehicle to perform the duties of this position. Employee will be required to be responsive to emergency situations within a very short timeframe and serve in the Transportation Emergency Management Team (TEMT).
