Note:  The normal starting pay for this position is the minimum of the pay range listed above. A higher rate of pay may be considered, dependent on the qualifications and experience of the selected applicant and/or the City's step placement policy.

This job classification has been designated as a safety sensitive job classification in accordance with the Oklahoma Medical Marijuana and Patient Protection Act, 63 O.S., 427.1 et seq., (OSCN 2019), effective August 29, 2019.   This means employees in this job classification can be subject to disciplinary action up to and including termination if they test positive for marijuana components or metabolites, even if they possess a medical marijuana license.

Full-time City employees will receive preference in the following order: major division first, then department, then all other full-time City employees. Part-time/year-round City employees will receive preference next. If there are no qualified full-time City employees or part-time/year-round City employees, external applicants will then be considered.  

JOB SUMMARY

This posting will be used to fill a current vacancy in the Streets, Traffic, and Drainage Maintenance Division of the Public Works Department within the City of Oklahoma City is under the direction of an immediate supervisor. However, an eligibility list will be established or supplemented for filling future vacancies in the department, per provisions of the AFSCME collective bargaining agreement.  The Traffic Maintenance Worker may be assigned to various specialized functional areas, including pavement marking, sign installation, sign fabrication, and signal maintenance and installation.  An employee of this classification primarily works as a member of a crew but may also work independently when performing repair and maintenance tasks.  Essential job functions include:  driving and/or operating equipment utilized in installing, repairing, and maintaining street markings, traffic control signs and signal devices.  The Traffic Maintenance Worker must know and enforce safety regulations and procedures relating to work activities and equipment used at the job site.  In the absence of a more experienced worker, the employee will complete work orders, safety reports, and other work-related reports.  Assignments are received in verbal and written form and work is reviewed by the supervisor through inspection of records and observation of work sites.  

VETERANS PREFERENCE

Honorably discharged veterans of the United States Active Duty Armed Forces, National Guard, and Reserve Forces who are not currently employed full-time by the City of Oklahoma City and who meet the qualifications for the position shall be given preference. To receive preference, veterans must submit verification of honorable discharge from the United States military service (Department of Defense Form DD214 or NGB Form 22) prior to the closing date of vacancy announcement. 

JOB REQUIREMENTS 

  • Knowledge of and skill in reading, interpreting, and applying traffic control regulations and guidelines of the assigned functional areas (i.e. pavement marking, sign installation, sign fabrication, and signal maintenance and installation).
  • Knowledge of and willingness to follow safety procedures, practices, and regulations.
  • Skill in operating various heavy equipment and vehicles utilized for the maintenance and installation of traffic control devices.
  • Skill in utilizing tools, work aids, and equipment for work performed.
  • Skill in installing, repairing and maintaining traffic control devices.
  • Ability to communicate both orally and in writing.
  • Ability to follow verbal and written instructions.
  • Ability to work independently and as a member of a crew.
  • Ability to record information accurately.
  • Possession of a valid Work Zone Certification.
  • Possession of a valid Class B Commercial Driver License (CDL). 

NOTE: This position may be underfilled as a Traffic Maintenance Worker Trainee in the event the selected candidate does not possess the required Class B Commercial Driver License. The employee will be required to possess or obtain a valid Class B Commercial Driver License within twelve (12) months of hire/promotion/transfer/demotion. Continued employment is contingent upon obtaining a valid Class B Commercial Driver License within twelve (12) months from the date of hire/promotion/transfer/demotion. 

NOTE:  Continued employment is contingent upon obtaining a valid Work Zone Certification within six (6) months from the date of hire/promotion/transfer/demotion.

WORKING CONDITIONS 

  • Primarily outside; exposed to heat, cold, humidity, rain, etc.
  • Subject to working on and around slippery surfaces such as wet streets, water or paint in the bed of a truck, etc.
  • Occasionally works from buckets or platforms approximately 36 feet above ground.
  • Subject to working near moving objects such as traffic and machinery.
  • Exposed to physical hazards such as electric power and steam heat when installing, cleaning, operating and repairing equipment.
  • Exposed to allergy causing agents such as bee or wasp stings, poison oak, ivy, sumac, and concrete dust.
  • Occasional exposure to steady and fairly loud noises while operating machinery and equipment.
  • Frequent to sustained exposure to toxic substances, noxious odors, and chemical irritants such as paint, cleaning solvents, paint thinner and remover, lacquer thinner, enamels, film developing solution, etc.
  • May be required to work irregular hours such as shifts, overtime, weekends, and/or holidays.
  • Local travel on a daily basis. 

Note:  Typical City employee working hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. However, working hours vary (may require work to begin before 8:00 a.m. and/or end beyond 5:00 p.m., and/or may require work on weekends and holidays), and are subject to change, based on the duties and location of the position and the business needs of the assigned work unit/department.  

PHYSICAL REQUIREMENTS 

  • Strength enough to lift, push, pull, or carry objects weighing up to 100 pounds such as rolls of Scotch Lite, signs, post-hole digger, posts, power tools, bags of paint beads, cement, grinding machines, etc.
  • Stamina enough to exert oneself physically throughout the workday.
  • Flexibility, arm/hand steadiness, and manual finger dexterity enough to perform maintenance and repair tasks on machinery and equipment.
  • Mobility enough to continuously move oneself from place to place.
  • Near vision enough to read items such as small print, paint labels, blueprints, schematics, wiring diagrams, and to perform duties such as operating hand tools.
  • Far vision enough to perform duties such as lining up on street markings while stationed at a seat located in the bed of a truck.
  • Visual color discrimination enough to accurately match colors and hues.
  • Eye/hand/foot coordination enough to perform duties such as operating the controls, pedals, levers, etc., on equipment used.
  • Hearing enough to distinguish direction of sounds, such as moving traffic and equipment, and to understand conversation in a noisy environment.
  • Speech and hearing enough to communicate clearly and distinctly in person.

OTHER DETAILS

Note:  An eligibility list will be established from this posting consisting of applicants who receive a score of 70 percent or better.  Multiple selection procedures may be utilized; a minimum of 70 percent or better will be required on each; and the results of multiple selection procedures will be equally weighted.  The eligibility list will be in effect for 180 days from the date of the final selection procedure and will be used to fill future vacancies.

Note:  This position may be underfilled as a Traffic Maintenance Worker Trainee in the event the selected candidate does not possess the required Class B Commercial Driver License. The salary range for the Traffic Maintenance Worker Trainee is $18.11 - $28.06 hourly.

Pay Method:  City employees are required to receive pay electronically, either via direct deposit or pay card.

Background Investigation, Drug Testing, Physical Examination:  Upon a conditional offer of employment/acceptance of position, the City of Oklahoma City will conduct a criminal history background check for external applicants.   Applicants will be provided contact information for any third-party reporting agencies used to collect background information in connection with conditional offers of employment.   

If the position accepted includes a driver license (commercial or non-commercial) Job Requirement, the City of Oklahoma City will obtain a Motor Vehicle Report for internal and external applicants. 

If the position accepted is safety sensitive and/or a driving position, internal and external applicants will be provided a copy of the City of Oklahoma City's Drug and Alcohol Testing Policy prior to being directed for a drug test.  

If the position accepted is cyber security sensitive, internal and external applicants will be subject to a Criminal Justice Information Services (CJIS) Interstate Identification Index (III) Fingerprint Background check.  Additionally, employees in this job classification must complete Level 4 Security Awareness Training and pass an online certification test.

If the position accepted includes a lift/push/pull/carry Physical Requirement of 25 pounds and greater, internal and external applicants will be directed for a physical examination.
