The Southeast Louisiana Flood Protection Authority-East (SLFPA-E) operates the regional flood control system and associated facilities in St. Bernard Parish, the east-bank of Orleans Parish, and the east-bank of Jefferson Parish within its control in order to protect lives and property from tidal flooding by natural weather events.

Qualifications
QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
Two years of experience in the building construction trades, building maintenance, maintenance or repair of mechanical equipment, or as a parks building and grounds attendant.
SUBSTITUTIONS:
Training in the building construction trades, building maintenance, maintenance or repair of mechanical equipment, or parks building and grounds work will substitute for the required experience. Training will be credited in six month increments.
NOTE:
Custodial building maintenance is not qualifying.
Examples of building construction trades include cabinetmaker, carpenter, concrete finisher, electrician, HVAC controls technician, HVAC mechanic, ironworker, millwright, painter, pipefitter, plasterer, plumber, refrigeration mechanic, roofer, sheet metal worker, steamfitter, tile setter and welder.
Examples of building maintenance include Maintenance Repairer 1/2, B/G/E Maintenance Repairer 1/2 and Maintenance Repair Foreman.
Examples of repair/maintenance of mechanical equipment include Operating Engineer 1/2, auto mechanic, Mobile Equipment Maintenance Mechanic, Mobile Equipment Overhaul Mechanic and Mobile Equipment Master Mechanic.

Job Distinctions:
Differs from Maintenance Repairer 1 because of the expanded scope of journeyman repair work which includes installation of plumbing and electrical fixtures, equipment repairs, and repairs to marine vessels.
Differs from other maintenance jobs by the broad spectrum of trades functions and by the absence of specialized tasks.
Examples of Work
The incumbent will work under the supervision of the Maintenance Regional Director, the Facilities Maintenance Manager A, the Maintenance Superintendent, Master HVAC/Refrigeration Mechanic, the Electrician Specialist Leader and the Plumber/Pipefitter Master.
The incumbent will perform the following duties:

Assists by performing facility inspections and making repairs to buildings, grounds, out buildings, street lighting, mechanical repairs to all operational equipment, such as, a/c & heat systems and any other items needed for daily operational use.

The incumbent will work with the a/c & heat system and perform the detailed daily routine of checking and making notes of all chillers, water towers and air handler units. Including all pumps for chilled water and cooling tower water, checking gauges for proper pressures and temperatures for optimum operational use. Making notes for records and making any adjustments as needed. Performing monthly filter cleaning/changing and annual pm routines. Includes maintenance on ice makers and shop equipment.

The incumbent may provide plumbing services, including minor repairs, preventive maintenance and quarterly inspections of flood control valves and completing valve maintenance inspection reports. Will exercise knowledge of plumbing code requirements, actuator operation to open and close valves, and use proper writing skills to document valve inspection.

The incumbent will work with electrician department and assist in maintaining all equipment is in good working order, changing bulbs/ballasts and troubleshooting and make the determination if it is safe to use. Will work on overhead lighting, street lighting, portable lighting (for emergencies), sea wall lighting and cross walk lighting. Must be trained to operate a forklift and man lift properly.

The incumbent will be able to perform general maintenance repairs such as changing door knobs, broken glass repair, adjusting door closers, repairs to file cabinets and desks. Must have some painting skills for small jobs and floor repairs and may assist with painting graffiti on the floodwalls.

Drive vehicles on and off the levee system as part of daily duties and will assist in flood fighting during emergency situations, including filling and stacking sandbags, loading and/or unloading trailers and any other duties assigned during emergency situations.
5% The incumbent will keep records of facility routines/problems and report them to supervisors as soon as possible. The incumbent will perform any and all other duties as required or assigned by other higher-ranking supervisors, directors or administrative personnel.

The Southeast Louisiana Flood Protection Authority - East (SLFPA-E) is an emergency-oriented agency. Part of the SLFPAE's mission is to protect the residents of the east-bank of Jefferson Parish, St. Bernard and the east-bank of Orleans from tidal surge, wind-driven water and river flooding.
In emergencies during Mississippi River flooding and Hurricane/Tropical storm events, the incumbent will be on call and must report for duty if so required, and remain on duty in such situations until released from duty by the Appointing Authority.
