NATURE OF WORK
Southwest Harbor works under the Town Manager Plan form of government as outlined in Title 30 §2631 et seq. This is a highly responsible and visible administrative and technical position which serves as the chief executive officer for the community. This position demands a broad range of theoretical, practical, and actual work in a wide range of issues affecting the municipality.
Work involves a close effective working relationship with the Select Board, general administration of the municipal departments under the jurisdiction of the manager, planning community priorities and goals, development of methods of operation to provide effective and efficient desired level of services, effective relations with the public, and development and administration of the municipal budget.
The Town Manager reports to the Select Board. Work is performed under the general supervision of the Select Board. Work is reviewed through reports, presentations to the Board, and goals set and accomplished.
POWERS AND DUTIES OF THE TOWN MANAGER
MRSA Title 30-A Section 2636 gives statutory powers and duties of the Town Manager under the Town Manager Plan.
1.Is the chief executive and administrative official of the Town.
2.Is responsible to the Select Board for the administration of all departments and offices over which the Select Board have control.
3.Shall execute all laws and ordinances of the Town.
4.Shall serve in any office as the head of any department under the control of the Select Board when directed by the Select Board.
5.Shall appoint, subject to confirmation by the Select Board, when the department is not headed by the Town Manager.
6.Unless otherwise provided by town ordinance, shall appoint, supervise and control all town officials whom the municipal officers are required by law to appoint. and supervise and control all other officials, subordinates and assistants, except that the Town Manager may delegate this authority to a department head and report all appointments to the Select Board.
7.Shall act as purchasing agent for all departments, except the school department, provided that the Town or the Select Board may require that all purchases greater than a designated amount must be submitted to sealed bid.
8.Shall attend [or a designee] all meetings of the Select Board.
9.Shall make recommendations to the Select Board for the more efficient operation of the Town.
10.Shall attend or [a designee] all town meetings and hearings.
11.Shall keep the Select Board and the residents of the Town informed as to the Town's financial condition.
12.Shall collect data necessary to prepare the budget.
13.Shall assist, insofar as possible, residents and taxpayers in discovering their lawful remedies in cases involving complaints of unfair vendor, administrative and governmental practices.
14.Has exclusive authority to remove for cause, after notice and hearing, all persons whom the manager is authorized to appoint and report all removals to the Select Board.
ADDITIONAL ESSENTIAL DUTIES AND RESPONSIBILITIES
1.Ensures integrity of financial systems and ensures the Town stays on budget; provides monthly financial reports.
2.Recommends and updates personnel policies. Recommends additions and elimination of positions subject to the Select Board approval; supports and mentors’ personnel.
3. Works with, coordinates with, and establishes partnerships with neighboring towns, the County, nonprofits such as the Ambulance Service, Harbor House, and the Library. Attends the League of Towns’ meetings and represents the Town on various other committees.
4.Writes requests for proposals, administers bid process, and administers contracts. Ensures that projects are on budget on time.
5.Meets the public and responds to public concerns, refers questions to appropriate supervisors, ensures citizens are provided with good customer service.
6.Prepares and makes recommendations on the annual budget, capital improvement plan, and reserve accounts.
7.Serves as the Town’s trustee on the Southwest Harbor Water Sewer District Board and reports updates to the Select Board.
8.Writes and administers grants.
From time to time the Town Manager may be requested to perform other work at the request of the Select Board.
ABILITIES AND SKILLS
Thorough knowledge of the principles and practices of municipal and state government.
Ability to analyze operational and administrative procedures and problems to evaluate and balance community needs and expectations and to modify organizational procedures to meet changing conditions.
Ability to establish and maintain effective working relationships with the Select Board, municipal, state, federal authorities, and the public.
Ability to comprehend diverse municipal issues and develop and administer a budget to address identified issues.
Ability to provide effective leadership.
Ability to prepare and present effectively, oral, and written information.
Ability to investigate and develop sustainability practices.
DESIRABLE EXPERIENCE AND TRAINING
Responsible experience in municipal government or a related field at the supervisory level.
Graduationfrom college with a bachelor's degree in public administration or a related field or any equivalent combination of experience and training. Computer skills and knowledge of creating/updating web pages.

Pay: $95,000.00 - $110,000.00 per year
