BRIEF POSITION SUMMARY
Performs advanced (senior-level) consultative services and technical assistance to program staff. Work involves processing of applications; ensuring eligibility, program and state legislative compliance; and maintaining correspondence and communication with Service Members. Works with Manager and Education leadership to ensure program goals and objectives align with the Education and Incentives Office and TMD's goals and objectives. This position reports to the State Tuition Assistance Program Manager as well as the Education Brand Manager and works under limited supervision, with considerable latitude for the use of initiative and independent judgement.
ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES
- Performs an array of technical, research and administrative duties for the State TA application process such as entering student and school data in the State TA Database for the submission of purchase order requests and payment processing in the Integrated Engineering Management System (iEMS).
- Advises the State Tuition Assistance (TA) Manager on ways to streamline the cradle to grave process, strengthen program efficiency, increase program utilization and customer satisfaction.
- Works with the Manager to plan and execute the implementation of changes resulting from new legislation.
- Identifies areas of needed programmatic change and provides recommendations to improve program objectives and effectiveness.
- Ensures and verifies data integrity.
- Monitors required performance reports and pulls data from the State TA base for reporting of Quarterly Performance measures.
- Collects, organizes, analyzes and prepares material in response to State TA inquires.
- Regularly monitors, review and evaluates compliance with program regulations, statutes and goals.
- May prepare and evaluate program budget requests.
- Performs related work as assigned.
- Attends work regularly and observes approved work hours in accordance with agency state employee policies & procedures handbook.
- May be required to perform duty in support of national emergencies, disasters, and other missions, to include on holidays and weekends.
WORK HOURS: Monday - Friday, 8 hours a day, 40 hours a week
MINIMUM QUALIFICATIONS
EDUCATION:
- Graduation from an accredited four-year college or university is required.
PREFERRED EDUCATION:
- A graduate degree in Business Administration or Project Management is preferred.
EXPERIENCE:
- Five years of working with either Veteran or Military education benefits or performing administrative actions for soldiers is required.
- Experience using Microsoft Office (such as Outlook, Word, or Excel) is required.
PREFERRED EXPERIENCE:
- Three years' experience working with budgets, reporting performance measures, or working with a Texas state agency is preferred.
SUBSTITUTION ALLOWED:
- A graduate degree in Business Administration or Project management can substitute for up to two years of work experience on a year-per-year basis.
REGISTRATION, CERTIFICATION OR LICENSURE:
- Valid driver's license is required. *If not currently a Texas resident, must obtain a Texas Driver's License within 30 days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct agency business.
OTHER REQUIREMENTS:
- Selected candidate must pass federal security background investigation. The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete and sign the Office of Personnel Management (OPM) Form SF85. Completed forms are submitted to the OPM for the background investigations.
- The Immigration Reform and Control Act of 1986 requires all new employees to present proof of eligibility to work in the United States within three (3) days of being hired. The Texas Military Department participates in E-Verify and will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization.

PHYSICAL/WORKING CONDITIONS
Work is typically performed in a sedentary office setting involving sitting, standing and walking to perform job duties. Work requires extensive use of computer and telephone. This position may periodically require the ability to lift, carry, move and or set up computer equipment and materials that weigh up to 25 pounds.
