BRIEF POSITION SUMMARY
Performs moderately complex (journey-level) managerial budget review of documents being entered in Uniform Statewide Accounting System (USAS) and Centralized Accounting, Payroll and Personnel System (CAPPS) for Texas Military Department (TMD). Work involves the development and submission of the External Operating Budget, assisting with the development of the Legislative Appropriations Request, assisting with the preparation of the Annual Financial Report, developing and reviewing responses for the LBB and other external information requests. Plans, assigns, and supervises the work of others. Reports to the Chief Financial Officer and works under general supervision, with limited latitude for the use of initiative and independent judgment.
ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES
  • Oversees preparation of External Operating Budget and ensures timely, accurate submission.
  • Projects, analyzes, and reports available department funding by method of finance using complex financial models.
  • Oversees the preparation of and reviews/analyzes internal financial reports to be submitted and presented to Executive Management Team.
  • Manages all monthly, quarterly, and year-end close activities; prepares financial statements, including cash flow reports and projections.
  • Conducts financial planning, forecasting, and budgeting monthly.
  • Compiles monthly financial metrics to share with leadership, as to identify and implement improvement plans.
  • Establishes procedures and creates templates to facilitate budgeting and forecasting for balance sheet, P&L, and cash flow projections.
  • Assists in the development of justification and explanatory material and strategy suggestions for use in testimony relating to the Legislative Appropriation Request process.
  • Reviews draft appropriation requests; makes necessary revisions for accuracy and conformance with instructions; and assembles into five-year budgetary schedules to include Strategy Requests, Sub-strategy Requests, Exceptional Item Requests, and other required supporting schedules.
  • Provides subject matter expertise on TMD appropriations and other finance related matters to the House Appropriations and Senate Finance Committees.
  • May verify information to be used in the agency's Annual Financial Report (AFR).
  • Analyzes expenditure patterns for various administrative strategies and provides recommendations on the use of funds in assigned strategies.
  • Participates in internal and external workgroups and represents the Office of State Administration (OSA) Finance Department at meetings when directed.
  • Prepares, reviews and analyzes cost estimates and fiscal notes for proposed legislation.
  • Monitors compliance with state and federal regulations, including generally accepted accounting standards (GAAP), knowledge of state and federal regulations as it relates to the programs and accounting.
  • Manages the development, testing and implementation of automated systems within the department.
  • Prepares and submits legislative fiscal notes.
  • Coordinates and reviews the preparation and submission of financial reports pertaining to all programs including USAS/ABEST quarterly reconciliations.
  • Prepares reports on the status of the internal operating budget.
  • Maintains accurate data concerning the agency budget data to include encumbrances and expenditures.
  • Reviews and approves travel, cancellation, and purchase vouchers.
  • Reviews and approves budget documents, journal, payroll and expenditure transfer documents in USAS.
  • Maintains and oversees accounting systems, policies, procedures and controls.
  • Plans, assigns, and supervises the work of others.
  • Manages staff development plans and activities.
  • Attends work regularly and observes approved work hours in accordance with agency state employee policies & procedures handbook.
  • May be required to perform duty in support of national emergencies, disasters, and other missions, to include holidays and weekends.
  • Performs other duties as assigned.

Qualifications:
MINIMIUM QUALIFICATIONS
EDUCATION:
  • Graduation from an accredited four-year college or university is required. (Substitution allowed)

SUBSTITUTION:
  • Additional years of experience in budget or related financial disciplines may be substituted for the required education on a year-per-year basis up to four years.

EXPERIENCE:
  • Six years of experience in budget or a related financial discipline is required.
  • Five years of supervisory or management work responsibilities is required.
  • Experience using Microsoft Office applications to include Word and PowerPoint is required.

PREFERRED EXPERIENCE:
  • Experience using software applications to include USAS, CAPPS, ABEST is preferred.

REGISTRATION, CERTIFICATION OR LICENSURE:
  • Valid driver's license is required within the first 30 days of employment. Satisfactory driving records are required for operating state or personal vehicles to conduct agency business.

OTHER REQUIREMENTS:
  • Selected candidate must pass federal security background investigation. The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete and sign the Office of Personnel Management (OPM) Form SF85. Completed forms are submitted to the OPM for the background investigations.
  • The Immigration Reform and Control Act of 1986 requires all new employees to present proof of eligibility to work in the United States within three (3) days of being hired. The Texas Military Department participates in E-Verify and will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization.

PHYSICAL/WORKING CONDITIONS
Work is typically performed in a sedentary office setting involving sitting, standing and walking to perform job duties. Work requires extensive use of a personal computer and telephone. Position may periodically require the ability to lift, carry, move and/or set up equipment and materials that weigh up to 25 pounds.
