Job description

The Office of Enrollment Services and Student Engagement (ESSE) at the University of Tennessee at Martin is accepting applications for Title III Business Manager. The Business Manager provides assistance to the Title III Grant in the following ways: managing and coordinating the normal flow of services provided by the Title III Program Director (PD) such as drafting responses to letters or reports; maintaining calendars, scheduling meetings, coordinating dates, times, facilities, and materials for workshops and trainings; processing invoices and/or vouchers for expenses incurred by Title III activities; auditing and reconciling internal records to University ledgers; and working closely with Title III committee in all budget matters related to Title III grant activities.  This is a five year grant-funded position and continuation of employment is dependent upon grant funding.

Duties & Responsibilities
Management of all financial and budget operations for the Title III grant:
   Develops and implements the accounting processes for Title Ill within University's Policies and procedures. 
   Reports the status for budgets on a periodic and as needed basis to PD or others as designated.
   Analyzes income and expense variances and trends, prepares reports for PD and other University personnel as needed; advises PD about budget planning; initiates budget revisions as necessary. 
   General ledger accounting processes including reconciling ledgers, entering, and reviewing transfer vouchers between departmental or other University accounts serve as contact for on campus billing in relation to Title Ill project and contacting for necessary corrections to billing errors. 
   Accounts receivable processes including preparing deposits and invoicing for service contracts if necessary.
   Purchasing processes including proper procurement procedure, entering purchase requisitions, requesting necessary revisions to purchase orders, advising PD of status of purchase orders, requesting asset numbers, and preparing equipment acquisition reports to request tags.
   Accounts Payable processes, including reconciling procurement cards; pay funding changes; receiving, preparing, and entering invoices in IRIS for payment; initiating vendor requests; and preparing necessary forms for special payments.
   Works with PD to analyze and amend annual budgets as necessary.
Management of administrative operations for the Title III grant:
   Functions as active team member in grant administration process 
   Analyzes, manages, and coordinates operations and administrative services for the Title III grant ensuring provision of high quality, timely and professional service in response to both internal and external communications (staff, callers, emails and correspondence and visitors) including creating, editing, and distributing correspondence and other documentation.
   Reviews and recommends operating policies and procedures.
   Serve as a reviewer for items requiring PD's approval.
   Assists with the preparation and monitoring of service agreements and other related contractual relationships with vendors. 
   Coordinates travel and/or meeting registrations and related travel logistics for Title III activities.
   Initiates service contracts for and liaisons with independent contractors regarding contract issues.
   Routes contracts for approval and serves as contact as designated.
   Works closely with PD to monitor financial records for contract requirements and compliance.
   Maintains files for auditing.
   Orders supplies and provides general clerical support for Title Ill grant office.
   Assists PD with all paperwork and processes related to hiring Title Ill personnel.
   Coordinates with the Sponsored Projects Accountant in monitoring compliance, invoicing, and annual closeouts

Qualifications
The minimum qualifications are:
   Bachelor's Degree: Business/management preferred.
   2 years of relevant fiscal, administrative, personnel, and/or management experience.
   Elevated sense of personal initiative and accountability
   Strong listening, written and oral communication skills.
   Keen eye for details, organizational skills, and the ability to prioritize and handle multiple tasks.
   Knowledge of administrative and clerical procedures and systems such as word processing, managing files and records, designing forms, and other office procedures and terminology. 
   Knowledge of accounting and budgetary practices and procedures
   Skill in using computer applications including Microsoft Excel, Word, Teams and Outlook.
   Ability to process and handle confidential information with discretion.
   Ability to accurately prepare and maintain records, files, and reports.
   Ability to work independently with minimal supervision and to perform work beyond that directly assigned.
   Ability to learn office and university-specific policies, procedures, and software such as Banner, IRIS, etc.
   Ability to exercise sound judgment and exhibit professional demeanor.

The preferred qualifications are: 
   Master's Degree: Business 
   1-2 years employment experience in a higher education setting. 
   1-2 years employment experience with complex financial accounting functions.
   Working knowledge of the University of Tennessee's IRIS/DASH platform.
   Experience managing the fiscal aspects of externally funded grant projects.
   Knowledge of UTM's resources, policies, and procedures.
   Familiarity with the mission, operations, organization, and financial systems of a college or university.

Supervision Received
This position will report to the Executive Director of ESSE. In-person and e-mail contact is expected on a regular and frequent basis. In consultation with supervisor/manager, sets own priorities and goals and determines how to accomplish results with few or no guidelines to follow, although past practices may exist; keeps supervisor informed of progress, potentially controversial matters, or matters with far-reaching implications.
