Description
Bellingham Technical College (BTC) and partner Walla Walla Community College (WWCC) invite applications for one part-time, 75% professional grant-funded position as a Title III Activity Director. The position is not represented by a union and is at-will. This position is funded through a five-year Title III Cooperative Arrangement Development (CAD) grant project, Redesigning Professional Technical Programs for Student Access & Success. The grant is scheduled to end September 30, 2028; however, grant-funded positions are temporary, dependent upon project funding, and can end at any time funding is discontinued. This position reports to the BTC Vice President of Student Services.
The Activity Director will be based at BTC but will be involved with project implementation at both colleges and will provide support for and facilitation of all grant activities. This Federal Title III grant project is intended to help BTC and WWCC improve student access, persistence and credential attainment through the following strategies: 1) building data systems and tools that empower employees to engage with data analysis and enable equity-based decision-making; 2) improving entry services and communications to better support students in entry pipelines; and 3) piloting a competency-based education model in some of their professional technical programs. Project funds will provide support for these strategies, and the Director will work closely with BTC and WWCC employees to develop and implement this project.

Position Duties & Responsibilities
  • Coordinate and support overall project implementation and decision-making processes at BTC and WWCC, working closely with personnel in key departments at both colleges such as Student Services, Instruction, and Institutional Planning and Assessment;
  • Support employees as they carry out the daily activities of the project;
  • Coordinate hiring processes for Title III project staffing as needed;
  • Coordinate project activities across the institutions and with consultants and other stakeholders;
  • Facilitate college wide communication about and promotion of project activities;
  • Build and enhance close working relationships and business practices at BTC and WWCC;
  • Maintain high accountability for project outcomes, collaboratively linking grant goals and objectives to student entry, progression, and completion activities along with employee development and training;
  • Closely monitor the budget and track all expenditures;
  • Continuously monitor and evaluate the project, assuring that collection of assessment data is occurring as scheduled;
  • Administer all activities, including reporting and compliance, in accordance with Title III regulations;
  • Attend meetings as scheduled;
  • Some travel may be required;
  • Serve on college committees;
  • Perform other duties as assigned in relation to the grant's overall goals.

Qualifications
Minimum Qualifications:
  • Bachelor's degree in Education, Management or related field;
  • Five years project management experience in a higher education institution, including budget management, supervision and accountability for achievement of quantifiable outcomes;
  • Broad knowledge of higher education instruction and student services.
OR
A combination of a minimum Bachelor's degree, experience and training that provides the applicant with the knowledge and skills to perform the job will be considered.
Preferred Qualifications:
  • Master's degree;
  • Experience developing, managing and having accountability for Federal, state or private grant programs within the Washington State community and technical college system;
  • Direct experience in relation to project activities, such as providing student entry and/or navigation services, assisting faculty with instructional design support, competency based education, or increasing data literacy skills across diverse employee groups.
Physical Work Environment:
The duties of this position are performed in an open office setting in an educational institution. This position interacts directly and frequently with employees at two institutions. Candidate must have the ability to work under pressure, handle multiple tasks and prioritize competing demands. Candidate will use computers frequently, have exposure to terminal screens and engage in frequent oral and auditory communication with others. Candidate must have the ability to work remotely.
Supplemental Information
Compensation, Work Schedule, and Benefits:
Salary is 75% of $6,169; or $4,626.75 month; $~35.45 per hour. At 75%, the position is eligible for overtime.
Work schedule is generally Monday through Friday, during the 8 a.m. to 5 p.m. workday, 30 hours per week. A regular schedule will be finalized upon hire. Schedule will be hybrid with some in person and some remote work. Candidate must be willing to work both remote and on-site.
Leave eligibility, use and cash-out is based on BTC Policy 525.2. Although considered "temporary", for leave purposes only, this position is designated as "Regular" and will be provided under the following criterial: At 75%, this position will receive 6 hours per month of sick leave, 12 hours per month of vacation leave, 3 personal leave days (18 hours) and paid state/college holidays based at 6 hours per holiday. Vacation is eligible for cash-out at the end of the assignment. Benefits also include a Washington State insurance package including medical, dental, vision, life insurance, and long-term disability; a retirement benefits package, with choice between the Public Employees Retirement System (PERS) Plan 3 or the State Board Retirement Plan (SBRP) 401A plan TIAA. Additional optional benefits include ability to participate in a medical Flexible Spending plan, Limited Purpose Flexible Spending plan, or Health Savings Account; Dependent Care Assistance; discounts for automobile and homeowner insurance; two voluntary investment (not matched) programs - TIAA (403b) or the State Deferred Compensation (457) plan. Employee Assistance Program (EAP); up to 21 days of military leave; up to 5 days of paid bereavement leave, paid civil/jury duty, ability to participate in a shared leave program; up to 2 days of unpaid holiday for reasons of faith or conscience. Based on "regular" designation, this position is eligible for Washington State and BTC Tuition Waiver programs.
