Job description

THECB is observing a hybrid telecommuting schedule with employees required to be in the office at least two (2) days per week.

The agency is located at the George Herbert Walker Bush State Building located in the Capitol Complex at 1801 N. Congress Ave. Austin, TX 78701.

 

General Description:

Performs advanced technical and statistical data analysis work supporting the state's strategic plan for higher education - Building a Talent Strong Texas - within the Data Management and Research division. Work involves collecting, aggregating, analyzing, interpreting, and evaluating data, and creating ad hoc or custom analyses and visualizations.  Coordinates across the Texas Higher Education Coordinating Board (THECB) and works closely with the THECB internal stakeholders, especially the Product Management teams. Designs and directs projects, analyzes results, and provides reports and presentations for internal and external stakeholders. Works under minimal supervision with considerable latitude for the use of initiative and independent judgment. This position will report to the Senior Director of Data Provisioning. 

General Duties and Responsibilities:

         Consults with internal and external customers to identify user needs.

         Makes large and/or complex data more accessible, understandable, and usable.

         Enhances the accessibility of data for the DMR team as well as the public, the field, and other THECB staff.

         Presents data visually in a way that presents a compelling story to the end user.

         Performs technical and analytical tasks, including interpreting, aggregating, and evaluating various quantitative and qualitative data related to higher education.

         Creates ad hoc and special reports using statistical and data visualization software.

         Assists data management and research staff with special projects and data analysis.

         Maintains comprehensive data documentation.

         Builds and ensures rapport with the field and critical THECB stakeholders.

         Performs related work as assigned.

Knowledge, Skills, and Abilities:

         Knowledge of visualization tools.

         Knowledge of best practices in data visualization.

         Knowledge of qualitative and quantitative statistical methods.

         Knowledge of statistical software.

         Knowledge of research methodology and research design.

         Knowledge of Higher Education Institutions.

         Skills in building relationships across various stakeholders.

         Skills in creating ad hoc reports and products using Statistical Analysis Software (or equivalent), Microsoft Excel, and Microsoft Word. 

         Ability to cooperate, collaborate, and work as a team with members of the division, agency, and other state offices.

         Ability to demonstrate effective verbal and written communication skills.

         Ability to adapt to change.

         Ability to accept and follow instructions.

         Ability to plan and prioritize assigned tasks.

         Ability to establish and maintain effective working relationships, both internally and externally.

         Ability to analyze large volumes of detailed data and ensure accurate and reliable results.

         Ability to adhere to the agency's internal management policies and procedures.

Required Minimum Education and Experience:

         Bachelor's degree from an accredited college or university.

         One year of experience designing visualizations and/or conducting data analyses.

o    Internships, data, or research certificate programs may count toward this requirement.

 

Physical Requirements and/or Working Conditions:

Work is performed in a standard office environment and requires:

  •  Regular, reliable, and punctual attendance at work;
  •  Frequent use of personal computer.
  •  Frequent sitting.
  •  Frequently working under deadlines and providing direct support to others.
