MISSION STATEMENT:

SCOPE OF POSITION:

Under the supervision of The Way Out CenterProgram Manager, The WayOut Center Assistant Program Manager will be responsible for all administrative, program management, and personnel functions along with day to day operation of The Way Out Center Program. The Assistant Program Manager may provide outreach, intake services, support, direction, as well as supervision of Program Attendants, Lead Program Attendants, participants, guests, volunteers, and contracted services of The Way Out Center Program. The Assistant Program Manager is responsible for demonstrating and inspiring hope, trust, and a positive outlook. They optimize connections with a broad range of community based services and natural supports. This position follows Policy and Procedures for The Way Out Center under the direction of the Program Manager. The Assistant Program Manger works as a team member to provide safe, stable, temporary housing with supportive services to the participants of the program. The Assistant Program Manager may have contact with the public or office environments that may risk exposure to irrational/hostile behavior, typical/extreme weather conditions, contagious parasites/diseases, and/or contact with domestic animals. 

 

EDUCATION AND WORK EXPERIENCE:

  • Bachelor of Science or Arts Degree in social work, psychology, or other related field preferred
  • Center management experience will be considered in lieu of degree

 

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:

  • Knowledge of social services, local resources, and referrals as appropriate
  • Possess general computer and keyboarding skills
  • Knowledge of Microsoft Office (Word, Excel), recordkeeping systems or willing to learn
  • Effective verbal and written communication
  • Capable of observing and communicating effectively with staff, volunteers, program participants, and the community
  • Effective interpersonal skills effectively working in a team and with diverse populations
  • Capable of scheduling, performing, and maintaining data entry, contract compliance, budgeting, and reporting
  • Successfully participate in TSA Spokane’s Employee Development training program
  • De-escalation training
  • Over 21 years of age
  • Possess a Valid WA State Driver License
  • Pass a Criminal and Driver Background Check
  • Peer Support Certification preferred or obtained within 90 days of hire
  • Have or complete De-escalation training
  • Proficiency with CMIS/HMIS software preferred
  • Current WA State Food Handler’s Card, Bloodborne Pathogen and CPR/First Aid Certification or obtain within 30 days of hire.
  • Experience supervising staff and volunteers
  • Experience working with homeless demographic

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Represent The Salvation Army and respect and work within its Christian tenets
  • Supervise The Way Out Center employees, participants, and volunteers
  • Working manager position to offset daily workloads or staffing vacancies
  • Able to fill-in for absent staff or find replacement staff within budget and reason
  • Respond to all inquiries within established guidelines; attend meetings as required
  • Provide outreach services outside The Way Out Center to recruit program applicants
  • Schedule/provide guest transportation to/from appointments, meetings, and employment as required
  • Supervise facility office management, implementation of procedures, case management and processing, records management, collection and reporting of statistics on a regular basis, quality customer service, budgeting, and accounting functions
  • Train The Way Out Center staff on all aspects of their position, TSA policies and procedures, and continue to provide on-going trainings as needed and required
  • Assist with contract compliance, fundraising, budgeting, and participating in program audits
  • Regularly monitor the accuracy, completeness, and timeliness of processing activities
  • Be a point of contact for information; respond to all inquiries within established guidelines
  • Represent TSA at community meetings and events; provide customer service to the public
  • Collaborate with other social service programs and networks in the community and TSA programs
  • Willing to cross-train on the other services provided by TSA and be willing to fill-in as needed
  • Able to be on-call for program emergencies
  • Perform tasks in the The Way Out Center, which may include but not be limited to the following:

 

  • Intake and placement of new participants
  • Case management
  • Emergency Assistance Programs (food, clothing, transportation, etc.)
  • Life skills classes
  • Turning over of bedspace
  • Monthly Case Reviews for all participants
  • Aftercare services
  • Follow-up services
  • Seasonal and special events

 

  • Perform any other tasks as assigned.

 

PHYSICAL REQUIREMENTS:   

  • Sit, walk, stand, bend, squat, climb, kneel, and twist on an intermittent or continuous basis
  • Grasp, push, pull objects such as files, file cabinet drawers, and reach overhead
  • Operate multi-line telephone
  • Operate a desktop or laptop computer
  • Lift up to 30 pounds regularly and 50 pounds occasionally
  • Access and produce information from a computer
  • Understand written information
  • Sweep, clean, shovel snow, operate snow blower; perform janitorial tasks as needed
  • Turnover center units

 

Qualified individuals must be able to perform the essential duties of the position with or without accommodation. The Salvation Army will attempt to satisfy requests as long as the accommodation needed is reasonable and no undue hardship would result.

 

COVID-19:

Once a conditional offer has been made and then accepted by the applicant, The Salvation Army may then ask specific questions about vaccination status, if applicable.  If the applicant requests an exemption, then processes described in this summary should be followed.

 

BENEFITS:

A generous benefits package is included with full-time positions:  paid holidays, vacation time, sick time, and medical, vision, and dental insurance.

Health Insurance:  Low bi-weekly premiums for employee-only coverage, Kaiser HMO for those residing in a Kaiser service area, Anthem EPO/PPO is available for those residing outside a Kaiser service area.  Voluntary +1 and +family coverage at additional cost.  Delta Dental DHMO and DPPO dental insurance are offered.

Life and Voluntary Options.  An employer-paid life insurance policy covers employees.  Voluntary supplemental life, short-term and long-term disability plans are available.

Retirement Plans:  Employer-funded Money Purchase Pension Plan (Defined Contribution Plan) 50% vested at five years eligible service time. Plus, an employee-funded voluntary 403(b) option.

Parental Leave:  The benefit is 40 hours of Paid Leave for qualifying events.

Sick Leave:  12 days of Sick Leave annually accruing from day one, eligible for use after three months’ service time.

Paid Vacation:

  • Two weeks annually, accruing from day one, for non-exempt positions.
  • Four weeks annually, accruing from day one, for exempt positions.
  • Accrued vacation is eligible for use after six months’ service time.

 

Paid Holidays:  13 designated holidays + 1 floating holiday per year
