POSITION OVERVIEW
The Test Engineer conducts Phase 5 (Assembly & Electrical) and Phase 6 (Testing) activities on the 47C Motor LifeBoat. Phase 5 activities include: tightening bolts, adding sealant to fasteners, correcting edge/seam sealant discrepancies, identifying and correcting paint discrepancies, troubleshooting electrical connections, and ensuring all required in-plant tests and trials are conducted in accordance with the contract requirements and specifications. Phase 6 activities include: dockside and underway tests and trials in accordance with all Preliminary Acceptance Trials test cards. Dockside and underway tests and trials are conducted on the water and require a high degree of technical knowledge and troubleshooting experience with 12v and 24v electrical systems, hydraulics, mechanical and non-mechanical components, diesel engines and various other vessel components.

MAIN DUTIES & RESPONSIBILITIES
The Test Engineer is responsible to:

  • Identify and correct deficiencies in production during the build phases to ensure adherence to the highest standards of build quality.
  • Record, analyze, and disseminate any found deficiencies to production staff via formal lessons learned and ensure that changes to production processes are implemented to prevent future deficiencies.
  • Initiate and track non-conformance and corrective actions to evaluate and determine root cause and corrective action plans.
  • Plan and execute sea trials of USCG vessels, and ensure they meet contractual performance, reliability, and safety requirements. Plans must be executed in a timely manner and within a strict deadline.
  • Design and build custom testing stations or workbenches in the production facility to support testing of electrical and mechanical systems and components.
  • Refine and improve existing test plans for all onboard systems, and ensure they meet relevant safety and regulatory standards. Coordinate with the engineering and production departments to ensure test plans meet the spirit and intent of the contractual requirements.
  • Collaborate with relevant teams, vendors, and subcontractors to identify and troubleshoot issues and develop solutions to improve the performance, reliability, and safety of the vessels.
  • Create and maintain documentation of testing activities, results, and findings.
  • Capable of conducting all tests underway and in all types of environmental conditions.
  • Participate in design reviews and provide feedback to ensure that the vessels are designed and built in accordance with contractual requirements.

QUALIFICATIONS & ATTRIBUTES

  • Ability to work independently and in a team environment.
  • Strong problem-solving and analytical skills, with excellent written and verbal communications.
  • Knowledge of industry-standard testing and validation methodologies and practices.
  • Ability to accomplish complex testing and troubleshooting across a variety of electrical, hydraulic, pneumatic, and mechanical systems.
  • Minimum of three (3) years’ experience as an Operating Marine Engineer or previous experience in an engineering or testing capacity with complex troubleshooting.
  • Have proven experience in mechanical and electrical systems, centralized controls system operations, and be familiar with shipboard operations.
  • Have demonstrated experience in dealing with DOD test & acceptance or US Navy SUPSHIP testing, as well as familiarity with American Bureau of Shipping (ABS), USCG maritime law, 46 CFR, and American Boat & Yacht Council (ABYC) requirements and regulations.
  • Ability to interpret contract specifications and requirements to prepare written test procedures for shipboard testing.
  • Must be able to work around moving machinery, at heights, and in confined or restricted spaces aboard vessels under construction/repair, as well as in underway environments, inclement weather, and rough sea states.
  • Must be able to handle stress in a healthy way and do so while working alongside 3rd party contractors and USCG officials.
  • Handles daily problems with positive solutions and interfaces well with co-workers and other departments at all levels with a positive attitude.
  • Knowledge of ISO 9001 or AS9100 Quality Assurance Programs.
  • Knowledge of OSHA requirements.

WORKING CONDITIONS

Working conditions are normal for a Manufacturing environment where exposure to dust, fumes and airborne particles, temperature extremes and elevated noise level.

  • Employees must regularly lift and or move up to 25 pounds and frequently lift and or move more than 50 pounds.
  • While performing the duties of this job the employee is regularly required to stand, stoop, kneel, climb, crouch, talk and hear.
  • Position requires use of computer, telephones, and other office equipment, reading, writing, standing, sitting, walking, repetitive motions, bending, climbing, listening, hearing ability and visual acuity.
  • Position occasionally requires ability to work in a manufacturing environment and on vessels from the beginning of production through sea trials. This includes mobility to work in and around incomplete hull structures.

RELATIONSHIPS

Birdon’s senior management team, including Divisional and Functional Managers, may provide additional direction and duties sometimes.

Clear communication and people skills are necessary as direct contact with Birdon clients, prospective clients, and production team is an important aspect of this position. It is your responsibility to ensure that Birdon’s values and interests are maintained in support of the customer during all internal and external communications.
