Job description

Salary Range: $25-$30/hourly
*Starting salary is dependent upon qualifications, but in most cases is no higher than the midpoint for the range.                         
NATURE OF WORK:
Working under the direction of the Payroll Manager, performs a variety of functions related to the planning, organizing and directing of the production and maintenance of the City's payroll system; trains department payroll processing staff; balances and edits payroll on a bi-weekly basis; serves as backup to the Payroll Manager.  Weekly hours will not exceed 29 hours/week.
 
ESSENTIAL FUNCTIONS OF WORK: (Specific assignments will include some or all of the following)
  • Administers employee records; maintains all deductions and notifications for disbursements and reports to recipients. 
  • Prepares accounting distribution reports.
  • Prepares the Federal, State, Medicare and FICA payroll tax reporting figures for the Accounting Division on a bi-weekly basis.
  • Assists with summer Seasonal processing, Recreation/SYEP programs
  • Initializes batches to insure the hours uploaded are successful; identifies errors; makes necessary corrections; runs a variety of reports; hours entered, earning, time-off, etc.
  • Insures accuracy of the decentralized payroll processors; verifies approval process from the payroll processors and management staff.
  • Distributes final payroll reports to unions on a bi-weekly basis.
  • Assists payroll processors with uploads; responds to inquires of a technical nature; provides on-going payroll training as requested or as needed.
  • Administers and tracks Library Fund and General Fund.
  • Assists with calendar year-end processing functions.
 
  • Assists as backup in the absence of the Payroll Manager. all enrollments, contributions, changes in contribution, and reporting to: 457, ICMA 401/457, ROTH, PEHP, and Pepco plans.
  • Communicates with ICMA Representatives on issues of amounts posted and new plan procedures.
  • Tracks pension changes for Police and Fire Department retirees on an ongoing basis.
  • Submits to the bank all new retiree personal information, direct deposit and medical insurance set-up/changes, taxes, credit union savings and union dues information, changes of address, stop payments and deaths on a monthly basis.
  • Tracks monthly totals of pensioners by status (Service, Disability, Widows and Quildro); works directly with banks on any discrepancies.
 
  • Tracks and provides annual Police and Fire pension information to the Illinois Department of Insurance, which includes new employees, resignations, requests for refund of contributions, annual salaries, accumulated contributions and status service.
  • Performs other duties as required or assigned.
 
MINIMUM REQUIREMENTS:
  • Must possess a high school diploma, GED, or higher and must possess one (1) or more years of payroll or HR work experience.
  • Knowledge, skills, and abilities in the following areas:
 
  • Extensive knowledge of New World Financial systems, Human Resources and Payroll applications.
  • Ability to apply principles of logical or scientific thinking to define problems, collect data, establish facts, and draw valid conclusions; to interpret an extensive variety of technical instructions in mathematical or diagrammatic form; to deal with several abstract and concrete variables.
  • Ability to prepare business letters, summaries, and reports, using prescribed format and conforming to all rules of punctuation, grammar, diction, and style.
 
  • High-level skill in the use of personal computers and related software applications (specifically Microsoft Word, Excel, PowerPoint, Outlook, Access).
 
  • Skill in organizing resources and establishing priorities.
 
  • Proven verbal and written communication skills, interpersonal skills and ability to deal effectively in a team environment.
 
 
PHYSICAL REQUIREMENTS OF WORK:
Ability to work in a primarily sedentary position, occasionally using force to lift, carry or otherwise move objects normally found in an office setting; occasionally and/or frequently lifting or exerting force up to 20 pounds.
 
The employee is subject to inside environmental conditions; protection from weather but not necessarily from temperature changes; there are no environmental hazards involved in this position.
 
SUPERVISION:
Work is performed at the direction of the Payroll Manager and through the direct supervision of the HR Division Manager; work is assigned through specific projects related to fiscal management and Payroll/Pension operating initiatives and through general goals and objectives set by senior City management. The employee is responsible for prioritizing work tasks, and for identifying and utilizing the appropriate resources and staff to resolve a problem or situation and/or research and analyze specific programmatic data. Supervision is provided by the Payroll Manager and performance is reviewed through observation, completion of projects, status reports, conferences and meetings. Guidance is provided through the City Code, departmental policies, City operating practices and procedures (Ethics/Accounting Guidelines), and other resources as applicable to the specific duties/projects assigned.  Work is evaluated annually, with respect to fiscal management/accountability, problem-solving skills, customer service, research and analytical skills, written and verbal communication, and procedural analysis, and performance in accordance with this classification standard.
 
PUBLIC CONTACT:
 
The employee has regular and frequent contact with City employees at all levels, members of the public and representatives of Banks and other agencies, consultants, auditors, and other professionals.
