Job Appointment: Regular, full-time
Work Schedule: Monday - Friday, 8 am-5 pm. An alternate schedule may be available.

The Bureau of Technology Services (BTS) is seeking a Telecommunications Engineer to be part of our enterprise Telecommunications Team. This team provides voice services to the City of Portland's employees and interagency partners. Our strategic focus is to provide Robust, Reliable, and Secure voice communications to our customers. We provide voice and call center services through our Avaya telephony platform as well as supporting satellite phone service and paging.
As a Telecommunications Engineer, you will:
  • Provide operational support for our Avaya systems, execute Avaya programming changes, manage monitoring and reporting, install client software, and participate in OS and application patching.
  • Work directly with customers to troubleshoot and resolve complex technical issues or billing questions.
  • Provide technical leadership for complex telecommunications projects.
  • Help develop the telephony roadmap for City's Telecommunications department.
  • Provide technical mentoring and knowledge sharing for Telecom staff.
The Team:
The Telecommunications team maintains the City's Avaya based telephony systems. They provide City staff with IP and analog dial tone services, support call center operations, and manage PSTN connectivity. The Avaya system supports over 6000 endpoints across many city locations in addition to providing dial tone services to external partner agencies.
The Telecom Support team is the customer-facing unit of the Telecommunications team. They are the bridge between the customer and the Telecom Engineering team. The Engineers are responsible for the maintenance, daily operation, and continuing evolution of the telephony platform.
The successful candidate must be able to pass a comprehensive police background investigation.

To Qualify
The following minimum qualifications are required for this position:
  1. Experience providing direct technical support for Avaya core telephony systems.
  2. Ability to cultivate productive working relationships within a team setting and exhibit excellence in customer service interaction.
  3. Experience maintaining, troubleshooting, and repairing telecommunications physical layer infrastructure.
  4. Ability to provide technical advice and guidance to telecommunications leadership.
  5. Knowledge of wide area network operational characteristics and IP voice communication systems, including their design, development, installation, and maintenance.
  6. Knowledge of methods, techniques, principles, and practices of integrating communications operating systems with virtual systems and applications.
Applicants must also possess:
  • Ability to successfully pass an in-depth background investigation.
Although not required, you may have the following:
  • 5+ years providing direct support of Avaya based telephony systems.
  • Experience providing technical leadership of complex telecommunications projects.
  • 1+ year of direct telecom helpdesk experience.
  • ASAC - 0037, 0038, 0039 certifications, demonstratable progress towards certification or equivalent work experience.
