The Technology Services Officer (TSO) ensures the effective Innovation & Technology (I&T) Department operations of the Business Engagement Services and Enterprise Project Management Office (EPMO) to meet the business needs of the City of Charlotte. The individual is a member of the I&T Leadership Team and plays a pivotal role in driving organizational efficiency, aligning technology initiatives with business goals, and fostering effective communications for the department.
Responsibilities include consulting with client departmental leadership to understand and achieve strategic business objectives, ensuring alignment of technology initiatives with approved strategies and standards, managing budgets, developing, and adhering to technology governance, and participating in or overseeing the procurement of technology in accordance with City requirements.

Major Duties and Responsibilities
- Lead and champion the EPMO, ensuring there's successful operation and coordination amongst the various technology PMOs within the organization.
- Manage and promote standardized project management methodologies, tools, and processes across the organization.
- Advocate for the adoption and adherence to standardized program and project management practices.
- Manage and coordinate the overall citywide technology project portfolio in conjunction with the Project Management Leads from each PMO, ensuring alignment with strategic objectives.
- Monitor and report on the health and progress of the project portfolio to senior leadership.
- Provide guidance and support to project managers to enhance project delivery capabilities and leverage Agile and/or Waterfall methodologies where deemed appropriate.
- Continuously assess and improve project management processes to enhance overall organizational efficiency.
- Collaborate with business stakeholders to understand their objectives, requirements, and challenges.
- Provide oversight on the development and delivery of an effective Work Intake process that results in our customer departments choosing to involve I&T as soon as they identify a business opportunity or pain point.
- Facilitate the alignment of technology solutions with business needs, promoting a customer-centric approach to service delivery.
- Foster strong partnerships between technology teams and business units
- Develop and manage division level plans, personnel services, and budgets (operating, and capital budgets).
- Collect, analyze, organize, and present complex data.
- Interact with stakeholders and other departments across the organization to identify opportunities to enhance services.

Preferred Qualification
- Bachelor's degree from an accredited college or university in Information Technology, Computer Science, or a related field
- Nine (9)+ years of experience in all facets of information technology support and strategic planning, including prior supervisory experience as well as knowledge of budget development and administration
- PMP Certification or relevant experience
Minimum Qualifications
High School Graduate or Equivalent and nine years related work experience
OR
Associate's Degree with seven years related work experience
OR
Bachelor's Degree and five years related work experience
OR
Master's Degree and three years related work experience or any equivalent combination of training, education, and experience that provides the required skills, knowledge and abilities
Conditions of Employment
The City's Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
