ANNUAL SALARY RANGE:   $45,840.00 - 68,759.00 (Salaries are paid biweekly)
ANNUAL ANTICIPATED HIRING RANGE:   $51,000.00 - 63,000.00 (Salaries are paid biweekly)

Job Summary

The City of Fort Collins is seeking a Technician I, Customer Care and Tech Ops (CCT Ops) to play a pivotal role in executing a diverse range of responsibilities in both the field and office, critical to the efficient management of utility customer accounts. This multifaceted role involves meter reading, initiation and termination of services, resolution of delinquency issues, and the completion of comprehensive inspections for the installation of distributed energy resources such as solar panels and battery systems.  The role requires a high level of attention to detail, as well as the ability to adapt to evolving industry standards and technological advancements. 


Essential Duties and Responsibilities

The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all inclusive.

  • Monitors automated systems and evaluates customer accounts for payment delinquency.
  • Coordinates disconnection of metered utility services via automated systems or manually for non-payment.
  • Disconnects and reconnects metered services via automated systems or manually for service initiation and termination.
  • Coordinates in-person or written customer communications as an alternative process for utility disconnection, primarily for commercial customers.
  • Obtains and verifies standard manual utility meter readings.
  • Manages non-standard, failed automated meter readings.
  • Physically inspects residential distributed energy resource (e.g. solar and battery) systems for compliance with regulations.
  • May coordinate customer account information with the City's collection agency.
  • May analyze and resolve unauthorized utility usage (theft) at a premise.
  • May assist with reviews and approvals of distributed energy resource (e.g. solar and battery) installation plans submitted to Utilities.
  • May provide customers and solar contractors with project information and status.
  • May analyze, administer and process customer bankruptcy and bad debt accounts according to legal requirements, as requested.
  • Provides subject matter expertise and testing for new and existing technology systems and processes, as requested.
  • Assists with after-hours account resolution.
  • Responds to customer inquiries, requests and complaints; interfaces with customers (in person, by phone, electronically).
  • Uses electronic devices for communication, email, text, pictures, and software programs.
  • Operates utility meter equipment and uses a variety of tools.
  • Occasionally works in close proximity to high-voltage electric meters.
  • Follows City, APPA, and Electric Utility personnel safety regulations and procedures.
  • Tracks inventory.
  • Maintains records, documents, maps, and databases. Tracks and reports on performance metrics.
  • May oversee and direct work of temporary employees.
  • May assist with training of new and temporary employees.

  • Ability to acquire knowledge of department-related City ordinances, policies, procedures, regulations and laws, as well as of the services and product offered by Utilities.
  • Ability and licensure to operate and maintain a city vehicle, including during inclement weather conditions.
  • Ability to acquire proficiency in reading electrical diagrams and relate plan representations to solar and battery storage systems.
  • Ability to meet service levels, metrics and deadlines with limited supervision.

Required Education

Minimum/PreferredEducation LevelMinimum High School Diploma of GEDPreferred Bachelor's/Associate's degree from an accredited college or university

Experience Requirements

  • Six months or more of specialized training. Experience with electric and water meters.
