The City of Gainesville Public Works Department is seeking a talented professional to join our team of community builders in the role of Technical Support Specialist Sr. - CAD (Computer Aided Design), with primary responsibilities including the production of roadway, sidewalk, and stormwater facility design and construction plans in support of delivering capital improvement projects in line with the City's vision for 2035:

Job Description:
SUMMARY
This is highly skilled and complex technical, administrative, and related work supporting the activities of engineers in project design, mathematical/statistical work, contract support and other business-related tasks.
Positions allocated to this classification report to a designated supervisor or engineer and work under limited supervision. Work in this class is distinguished by its lack of direct supervisory responsibilities and by its responsibility for the most complex Technical Support assignments, as well as its lead worker/coordinator role related to assigned technical and administrative duties. Individuals assigned to this classification have a high degree of technical expertise and have considerable latitude in making decisions.

ESSENTIAL JOB FUNCTIONS
Depending on area of assignment:
Designs and prepares highly technical and complex plans, systems, routes, specifications, and cost estimates for changes, additions, and deletions to engineering projects in accordance with acceptable engineering standards, procedures and methods established for the area of assignment. Prepares supporting documents related to engineering surveys and projects.
Prepares complex technical specifications for engineering drawings, maps, and documents. Prepares "as built" drawings on new and established services or facilities. Prepares detailed finished design drawings.
Reviews private development and/or city plans for conformance to codes and standards; monitors developer extensions to completion; coordinates with appropriate personnel to insure that standards are met before city or utility acceptance of constructed facilities.
Prepares complex construction drawings, sketches, cost estimates, and work orders and works with customers, contractors, and developers on facilities' plans.
Provides administrative and Technical Support on complex construction, maintenance, and repair projects.
Assists with revision of plans for contracted improvement projects by consulting engineering firms.
Coordinates with other technical staff and engineers to design, develop and maintain databases for drawings, manuals, records, work order management, billing activities, fee calculations, research, Stormwater management, and photos. Develops and coordinates preparation of appropriate reports from database.
Compiles engineering statistics, calculates trends, rates of change, and other complex and technical mathematical functions.
Evaluates materials for conformance to technical specifications and investigates causes of material failures.
Prepares engineering analyses of modest difficulty and writes specifications and reports.
Prepares complex forecasts, studies, technical reports and related items.
Conducts field inspections of complex construction work and ensures projects are in compliance with all standards and regulations established for projects. Assists in resolving issues of non-compliance.
Coordinates with other technical staff to verify information and permits for utility, public works, and transportation service applications. Serves as the representative of the city or the utility to respond to public inquiries.
Coordinates, designs, and delivers technical training and/or mentoring to other technical employees and/or interns.
Responds to reports of pollutants; investigates, identifies and traces to source. Coordinates clean-up of hazardous incidents.
Provides technical guidance, assistance and/or interpretation to others. May provide limited supervision or coordination of work of one or more technicians, and other support personnel who assist in specific discipline.
Prepares, maintains, updates, and issues technical publications, standards, manuals, and guides used by employees, vendors, and contractors.
Coordinates activities with contractors, city departments and state and federal regulatory agencies.
Responds to public inquiries on complex projects and provides technical information to other agencies.
Under general direction, may contribute to the preparation of long- and short-range master plan studies.
Maintains currency in work processes and procedures, computer software and hardware, and other tools used in the routine accomplishment of work tasks.
Responsible for training lower level Technical Support Specialists.
Prepares field surveys and notes regarding customer/citizen property, equipment and facilities.
Monitors and documents new construction progress, in writing and photographically.
Works with engineers and other higher-level personnel to prepare cost estimates for equipment, materials, and labor. Incumbents are expected to provide high-level but preliminary design work in support of the budget process.
Calculates statistical information related to engineering projects, statistical trends, rates of change, percentages, etc. and tabulates plots and formats the results.
Directs and reviews the work of contractors or vendors.
Attends work on a continuous and regular basis.
NON-ESSENTIAL JOB FUNCTIONS
Depending on area of assignment:
Contributes to the preparation of the annual budget.
Coordinates drawing transmittal/receipt from outside engineering firms and contractors.
Assembles electronically produced bid packages for department.
Performs other related duties as assigned.
QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential job function satisfactorily. Below are the required education, experience, knowledge, skills and abilities to perform the essential functions.
EDUCATION AND EXPERIENCE
Associate degree from an accredited college or university or vocational school with major course work in an technical or engineering specialty relevant to the needs of the hiring department, and six (6) years of experience in engineering or Technical Support relevant to the needs of the department that provides the required knowledge, skills and abilities, (2) two years of which were at the Technical Support Specialist 3 level, or
Graduation from high school or possession of an acceptable equivalency diploma, and eight (8) years of experience in engineering or Technical Support relevant to the needs of the department that provides the required knowledge, skills and abilities, (2) two years of which at the Technical Support Specialist 3 level,
or an equivalent combination of education, training and experience which provides the required knowledge, skills, and abilities.
CERTIFICATIONS OR LICENSES
Licenses
Valid Florida Driver's License required.

KNOWLEDGE, SKILLS AND ABILITIES
Depending on area of assignment:
Thorough knowledge of principles and practices of related specialty.
Thorough knowledge of mathematics through trigonometry and its application to engineering computations.
Thorough knowledge and associated skills used with Computer Aided Design (CAD) software, equipment and materials, and ability to produce professional quality finished engineering drawings, sketches, and charts. Specific software may vary depending on area of assignment.
Thorough knowledge of rules, regulations, policies, and procedures applicable to utilities, public works, and/or transportation.
Thorough knowledge of federal, state and local laws, codes, ordinances and standards incidental to municipal and utility engineering and development.
Thorough knowledge of real property, legal descriptions, and right-of-way acquisitions.
Thorough knowledge of construction standards and specifications, methods and materials used to construct and operate electric, water, or wastewater utility systems, stormwater systems, and roads and highways.
Thorough knowledge of Geographic Information and Mapping Systems (GIS) as it is utilized within assigned division or department.
Thorough knowledge of databases, spreadsheets, word processing and computer utilities and operating systems.
Ability to perform complex technical engineering computations, analyze technical data, and complete complex technical assignments.
Ability to interpret and utilize legal descriptions in routine completion of work.
Ability to perform work substantially on own with minimal supervision.
Ability to communicate effectively, both orally and in writing.
Ability to establish and maintain effective working relationships with superiors, subordinates, contractors, engineers, property owners and the general public.
PHYSICAL AND ENVIRONMENTAL REQUIREMENTS
To perform this job successfully, an individual must possess certain physical abilities and be able to withstand work related environmental conditions.
PHYSICAL REQUIREMENTS
Depending on area of assignment:
Work may require physical strength, agility and dexterity to safely perform all essential job functions including the ability to lift, carry, push, or pull 50 pounds without assistance and to stand, kneel and stoop.
Ability to climb and descend stairs and ladders.
Must communicate orally, see physical surroundings, listen, hear others, respond to oral commands, and demonstrate good communication skills.
Must be able to perform sedentary work on an uninterrupted basis.
On call work outside of business hours is required.
WORK ENVIRONMENT
Depending on area of assignment:
Work may require exposure to hazardous conditions and noxious chemicals.
Work may require performance of duties in extreme heat and confined areas.
Work may require performance of tasks outdoors under varying climatic conditions
Work is performed in an office environment with moderate noise levels.
May be required to attend designated training either on-the-job or course-work.
