POSITION SUMMARY
The primary purpose of this position is to provide direct high-volume recruitment lifecycle consultative and planning services, including candidate sourcing, interview preparation and facilitation, and related management training, supporting designated business units and departments. The Talent Acquisition Specialist performs research to develop and implement effective strategies to attract diverse talent pipelines.
All activities must support the District of Columbia Housing Authority's (“DCHA” or “Authority”) strategic goals and objectives and produce the results that accomplish the Department of Human Resources' mission. The mission of the Human Resources Department is to attract, recruit, hire, develop, and retain highly qualified personnel who enable the District of Columbia Housing Authority to meet its strategic goals and improve the quality of services to District of Columbia constituents.
ESSENTIAL DUTIES & RESPONSIBILITIES
- Facilitates and implements all phases of the recruitment lifecycle.
- Provides consultative services to designated business units to plan and execute targeted placement and recruitment strategies to attract and retain highly-qualified and competent talent.
- Identifies and recommends appropriate screening criteria, job posting platforms, and candidate sourcing methods.
- Utilizing applicant tracking system, screens and certifies candidates according to established position-specific minimum criteria, including knowledge, skills, education, and competencies.
- Makes job offers and facilitates a seamless pre-employment candidate experience, maintaining open contact with both candidates and hiring departments during pre-employment process.
- Supports new hire orientation in welcoming new employees; completing employment eligibility verification; facilitating the completion and auditing of onboarding paperwork; and coordinating other critical onboarding activities, as required.
- Processes hire of new employees in talent system, ensuring collection of necessary data.
- Participates in and assists with the coordination of special recruiting events, such as job fairs.
- Conducts continuous research of sourcing methods and strategies in support of recruitment for specialized and in-demand positions.
- Prepares offer letters, personnel action letters, and recruitment-related correspondence.
- Organizes and maintains vacancy-specific merit file, ensuring compliance with retention policies and internal procedures.
- Monitors, tracks, and coordinates necessary activities related to Term, Not-to-Exceed, and career ladder promotions.
- Performs related duties as assigned.
Job Requirements
EDUCATION & EXPERIENCE
Bachelor's degree from an accredited college or university in marketing, communications, business administration, or a human resources-related field of study, and at least two (2) years of related experience; or a minimum of six (6) years of related experience, supplemented by a high school diploma or GED equivalent. An equivalent combination of education and experience may be substituted
