POSITION SUMMARY:
The Talent Acquisition (TA) Manager plays a pivotal role in shaping our workforce by selling, identifying, attracting, and retaining top-tier talent across Primecare Home Care and sister companies. You will partner with hiring managers to understand their staffing needs, develop innovative recruitment strategies using both traditional and digital sourcing methods, and lead the end-to end recruitment process. Collaborates with Leadership to identify opportunities and facilitate development of systems, documented policies and procedures. This individual will work in a fast-paced, goal oriented, and dynamic environment, and will be expected to creatively source and place top talent. This position requires approximately 10% travel within the United States. As the Talent Acquisition Manger, you will be expected to possess a creative and confident demeanor, superior organizational skills, a collaborative and persuasive approach, a sense of urgency for goal achievement, and the ability to work in a faster-than-average pace environment. This individual should have the ability to independently manage a recruiting desk, assume responsibility for decision-making, lead, train and develop a team on entry and junior level recruiters.
ESSENTIAL DUTIES:
Provides leadership and resources by directing and managing day to day operations of the Recruiting department.
Be an expert in business acumen, talent pools, market potential and headhunting techniques.
Participates in organizational planning and development of formulating goals and objectives by planning, developing programs, and initiatives in support of strategic plans.
Develop, implement, and continuously improve a best-in-class Talent Acquisition program supplemented by maintaining a candidate database via an Applicant Tracking System (ATS) and producing collateral materials to promote Primecare Home Care as an employer of choice.
Monitor recruitment efforts utilizing TA software and respond appropriately to system recruitment needs.
Develop, implement, and administer policies and procedures by providing leadership to staff who serve management team, to assure fair and consistent application of rules, regulations, and protocols while minimizing legal risks.
Provide input/recommendations in the development of budget by monitoring actual expenses and making adjustments to achieve goals and objectives in a cost-efficient manner.
Tracks and reports on key benchmarks for measuring results/ metrics such as time-to-fill, time-to-hire, retention rates, reasons for separations, hiring demographics, recruitment statistics with recruiting and hiring, creating open positions reports and by analyzing cost-per-hire, candidate sources, candidate quality, and candidate and manager satisfaction.
Manage full life cycle recruitment process including developing position descriptions, creating and managing job postings, conducting phone screens and interviews, managing interview process and candidate communication, structuring and extending offers of employment, negotiating terms of employment, overseeing pre-employment processes, and other onboarding activities.
Collaborate with management team to identify staffing needs, job specifications, duties and responsibilities, competencies, qualifications, and required skills.
Supports and executes on innovative and creative recruiting programs and methods that enhance recruiting results and reduce cost-per-hire, including hosting job fairs, advertising via job boards including social media channels, exploiting college recruitment, promoting the referral program, networking events and other techniques.
Stay abreast of industry trends and best practices in Talent Acquisition to continuously improve our recruitment processes and strategies.
Supervises the Recruiter(s) by interviewing, hiring, orienting, and training associates and manages their performance in accordance with the Companys policies, values, and business practices.
Build and maintain a robust talent pipeline for key roles to ensure a continuous flow of qualified candidates.
Leverage succession plans and internal talent tools to validate bench strength and partner with Director on success profile to consistently align on success requirements for all roles.
Dedicate bi-weekly training and touch points with the Employee Specialist Team.
Provide guidance, feedback and trainings to Leaders on processes.
Serve on project committees or contribute to other initiatives as assigned.

MINIMUM QUALIFICATIONS:
Bachelors degree in human resources, Business Administration, or a related field.
7+ years of full-life cycle recruiting experience.
3 years of management experience.
Experience with Applicant Tracking Systems and other recruitment tools (e.g., LinkedIn Recruiter)
PREFERRED QUALIFICATION:
A combination of corporate recruiting and executive search firm experience is desirable.
Experience in the Healthcare industry highly.
Professional certification in Human Resources or Recruitment (e.g., PHR, SPHR, SHRM- CP, SHRM-SCP or equivalent).
Masters degree in human resources, Business Administration, or a related field.
