Primary Job Duties and Responsibilities (Essential Job Function)
Under limited supervision, the systems and development analyst conducts analysis, creates system specifications, develops, tests and implements engineering, scientific and business applications, operating systems, and file/database servers. Utilizes existing or new technology in the automation of processes. Evaluates software packages and provides recommendations to management.
The Systems and Development Analyst support the needs of the BHE Supply Chain Management (SCM) and Accounts Payable (AP) teams utilizing various ERP systems such as Oracle Fusion Cloud , SAP, PeopleSoft and EBS. In addition to maintaining the above applications, this position is responsible for identifying, reviewing, and resolving issues; designing, recommending and implementing enhancements and call flows; as well as testing of enhancements prior to promotion. Analysts design, recommend and implement corrective modifications constantly enhancing systems to meet the changing needs of our customers and the business. Responsibilities also include reporting data, retention, researching and troubleshooting customer complaints associated to technologies.
Typical Duties
Offers technical responsibility for all applications throughout multiple departments ensuring on-going operation.
Performs system analysis and design functions handling development issues, research and data analysis.
Designs, codes, tests, documents, implements and maintains application programs and interfaces.
Works with vendors to resolve problems with software and respond to suggestions for improvement and enhancements.
Communicates solutions to affected management and resolving any process or procedural issues prior to implementation.
Notifies management of production problems that impact any supported system functionality or performance. Consulting with management to arrive at solutions and prioritize work.
Investigates all end-user and production issues prioritizing corrective action as agreed upon by management.
Consults with application users, evaluates user requests for new or modified computer applications and associated interfaces to determine feasibility, cost and time required, compatibility with current systems and computer capabilities.
The position is responsible for version control of all supported systems within two versions of the latest release.
Provides technical input to assist in development of project planning.
Drafts custom reports and ensures the presentation of verbiage used in recorded system announcements is consistent and effective.
Provides technical support in the development and implementation of call center business continuity plans and designs and maintains alternate systems recovery strategies.
Audits promptness and efficiency of application-related activities and recommends process improvements.
Provides technical input to assist in development of project planning.
Responds to internal and external customers in a timely manner regarding results of investigation and outlining follow-up action.
Serve as a technical leader providing knowledge and skill in all technical areas.
Perform testing to resolve process or procedural issues prior to implementation.
Accountable to retain data meeting company retention expectations.
Guide and partner with other analysts in the completion of assigned projects.
Performs additional responsibilities as requested or assigned.
Qualifications
Bachelor's degree in management information systems (MIS), computer science or related technical field or equivalent work experience. (Typically six years of related, progressive work experience would be needed for candidates applying for this position who do not possess a bachelor's degree.)
Prior Job Experience
A minimum of three years of experience in systems analysis or software application development is required for the systems and development analyst 2.
A minimum of five years of experience in systems analysis or software application development for the systems and development analyst 3 level.
A minimum of six years of experience in systems analysis or software application development for the sr systems and development analyst level.
Knowledge, Skills and Abilities
Working knowledge of programming in client/server, mainframe or web development environment.
Working knowledge of relational database technology.
Working knowledge of information technology terms, equipment, systems, functions and major vendors.
Effective oral and written communication skills.
Effective analytical and problem-solving skills.
Ability to prioritize and handle multiple tasks and projects concurrently.
Availability for periodic on-call responsibilities.
Experience integrating Commercial off the Shelf (COTS) solutions within an environment with strong change and release management processes and procedures.
Technical knowledge with hands-on experience in Oracle and Microsoft SQL database development. Technical knowledge with hands-on experience in .NET and other current computing programming languages.
