Sellers & Associates, LLC has an opening for supporting SHOREMEPP. The Shore Maintenance Engineering, Planning, Program (SHOREMEPP) maintains, monitors, and refines Class-wide and Individual-Shore Site Maintenance Plans for Naval Information Warfare Systems Command (NAVWAR) shore based C4I sites. SHOREMEPP ensures material readiness for the projected service life, develops life-cycle strategies to address system upgrades, and fully implements the Class Maintenance Plan into each shore site's maintenance schedule and availability planning process.
SHOREMEPP is headquartered at St. Julien's Creek Annex in Portsmouth, VA. The Class Maintenance Plan Engineer applies a practical knowledge of the methods and techniques of systems engineering with an emphasis on the integration of these systems and varying equipment configurations.
Acts as the Subject Matter Expert and serves as a recognized technical authority for the organization in applying advanced concepts, principles, and processes for the life cycle engineering of C4I systems. Develops maintenance requirements and procedures for evaluating existing, new, or modified C4I systems that enable them to reach expected service life. Works independently to plan, analyze, and document shore site maintenance and availability related projects within the scope of the Class Maintenance Planner Team.
Specific duties include: Under minimal supervision, participate as a subject matter expert in assisting with technical planning, system integration, verification and validation, cost and risk, and supportability and effectiveness analyses for C4I systems used at NAVWAR Shore Sites. Collects and analyzes Shore Site material condition, repair, and other maintenance related data to devise solutions and actions to resolve issues, conditions and problems to develop and maintain the Class Maintenance Plan (CMP). Implement CMP content changes from authorized engineering agents in accordance with applicable references.
Ensure each CMP task (scheduled and unscheduled) contains the correct technical specifications, properly reference, with revision-controlled procedure(s). Ensures the logical and systematic incorporation of maintenance requirements into total availability solutions that acknowledge technical, schedule, and cost constraints for Shore Site systems and subsystems. Evaluates new advanced technologies for application in meeting or extending the service life of Shore Site systems.
Review configuration changes, ISEA System advisories, Shore Site Modernization and Planned Maintenance System (PMS) Force Revisions (FR) for changes that affect CMP requirements. Review other CMP referenced procedure(s) and/or master specification(s) for changes, e.g., Naval Ships Technical Manuals (NSTM), Master Specification Catalog (MSC), General Specifications, etc. Participate in small teams or working groups investigating additions, improvements, corrections, or deletions of Mandatory Technical Requirements.
Develop Class Maintenance Plan Fielding Plans for scheduling and cost analysis. Participating in activities to support Technical Warrant Holders (TWH) for various engineering and technical issues associated with Shore Site life cycle management. Make authorized changes resulting from Reliability Centered Maintenance reviews.
Evaluate and track Mandatory Technical Requirements that require Long Lead Time Material repair partsMust have or be able to obtain a Secret security clearance with the ability to obtain Top Secret. Skill in operating, updating, and evaluating information from specialized information technology systems processes and applications used by SHOREMEPP for maintenance planning functions to develop and deliver products for Shore Site life cycle planning and management. Comprehensive and practical knowledge of, and extensive experience and skill in, applying a wide range of concepts, practices, regulations, policies, precedents, and innovation approaches for navy maintenance, modernization, and repair programs and requirements for Shore Site platforms, systems, and equipment.
Comprehensive knowledge of analytical, diagnostic, qualitative and quantitative techniques to identify shortcomings and provide comprehensive management advisory and technical services for platform or system repair, maintenance, and modernization planning. Ability to devise new, innovative, or modified work methods, approaches, or procedures to identify, evaluate, recommend and implement appropriate solutions to resolve complex interrelated maintenance planning problems and issues. Ability to work as a member of a multi-sector, multi-functional team to provide technical direction in the application of emerging practices and methods for defining repair, maintenance and modernization planning and develop key maintenance planning and scheduling products for Shore Site platforms.
Ability to formulate and present findings, briefings, project papers and reports to explain, foster understanding and acceptance and defend findings and recommendations. Need excellent written and verbal communication skills, ability to work independently, attention to detail, and superb customer interaction. Ability to follow direction and work within a team.

In-depth understanding of US Navy C4I Systems operation, maintenance practices, and terminology, specifically systems associated with NCTAMS, NCTS, and MOC Shore Sites.
Familiarity with failure analysis methodology. Proficiency in Microsoft Office programs and other database management tools and software, particularly MS Excel 2010. Must Have: Bachelor's degree in applied sciences or engineering fields with 5 years of experience or, High Schools diploma with 10 years of experience with C4I systems.Must have or be able to obtain a Secret security clearance with the ability to obtain Top Secret.
