Job description

The Position

This part-time hourly position is unique to the Sustainable Materials Management Division. This position’s work may include conducting field inspections, communicating with residents and businesses through telephone, email, and letters, maintaining information in a database and following up with customers as needed. In addition, the position works with the City’s franchise waste hauler to coordinate and resolve issues related to trash containers, trash enclosures and compliance requirements. This position also has some community outreach responsibilities including representing Sustainable Materials Management Division at special events. This is a part-time position not to work more than 980 hours per fiscal year.

THE BRANCH:

The Public Works Branch is responsible for planning, providing, and maintaining the infrastructure that supports Carlsbad’s excellent quality of life. The Branch includes a variety of Divisions including Administration, Environmental Sustainability, General Services, Utilities, and Transportation. More than 173 full-time staff support the Branch which has an annual budget of $90 million, along with a total Capital Improvement Program (CIP) appropriation of $260 million.

THE DEPARTMENT:

The Environmental Sustainability Department of Public Works supports the Community Vision of Sustainability, Open Space and Natural Environment. This Department includes the Climate Action Plan Division, Habitat Management Division, Sustainable Materials Management Division, and Watershed Protection Division.

THE DIVISION:

The Sustainable Materials Management Division of the Environmental Sustainability Department maintains compliance with state solid waste regulations, implements the residential household hazardous waste program, promotes recycling and composting, provides technical assistance to businesses and multifamily properties, and is the city’s liaison with the city’s contracted waste hauler that provides trash, recycling, and organic waste collection to all residential and commercial customers in Carlsbad.

Key Responsibilities

  • Performs a variety of administrative solid waste tasks including monthly and annual data compilation and reporting.
  • Performs community outreach on SB 1383 and related local regulation matters with local business, multi-family homes, and other residents
  • Prepares a variety of documents in draft and final form, such as, correspondence, standard forms, charts, and reports using a computer; perform data entry; proofread materials for correct grammar, spelling, and punctuation.
  • Research state regulations concerning solid waste and Sustainable Materials Management principles and practices, in order to provide assistance in public communication
  • Provide information to property and business owners, tenants, city employees, and the general public through individual contact in the field, over the counter, at workshops or community events, and by telephone or other appropriate means
  • Sort and/or file materials, such as correspondence, documents; prepare mailings; maintain organized files.
  • Perform other duties as assigned.

BASIC FUNCTIONS:

  • Under general supervision, performs a wide range of solid waste support work
  • Assists Sustainable Materials Management staff with administrative duties such as preparing reports, education and outreach material and activities,
  • Provides customer service and other related work as required.

ESSENTIAL FUNCTIONS:

  • Communicate waste reduction and diversion best practices to businesses, the public, and city staff.
  • Research and assist in development of waste reduction/recycling organic outreach and technical assistance for residential, commercial, school, and multi-family complex customers.
  • Assist in compliance review with solid waste state regulations.
  • Assist in reviewing letters, notices, and mailouts.
  • Assist in documentation of waste audits.
  • Perform field inspections of businesses to provide outreach regarding proper state and local regulations and waste reduction/diversion best practices.
  • Assists with reviewing/analyzing data.
  • Assist in providing (drafting, mailing, emailing, etc.) written out-of-compliance notices
  • Assist in conducting follow-up business inspections to ensure compliance with state and local regulations
  • Support and attend division and department-wide events

Qualifications

  • The individual must be able to perform the essential duties as generally described in the specification.
  • Skill in operation of a variety of office equipment, including computer equipment.
  • Knowledge in Microsoft Office including Access.
  • Ability to demonstrate excellent customer service.
  • Communicate effectively both orally and in writing
  • Establish and maintain cooperative working relationships
  • As necessary, maintain confidentiality of sensitive materials.

  • Positive, detailed oriented and with excellent organizational skills
  • Able to work occasional weekends and early mornings for special events
  • Experienced in Microsoft Office programs and eagerness to learn.

Experience & Education

  • Any combination of education and/or experience that could likely provide the required knowledge, skills and abilities is qualifying.
  • College-level courses in environmental management or related field is required.
  • Experience in Microsoft Office including Access.
  • Knowledge of Power Point and Publishing a plus.
  • Possession, or ability to obtain, a valid Class C California driver's license
