Summary
You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the TOTAL FORCE FINANCIAL MANAGEMENT BRANCH (SEA10T) of NAVAL SEA SYSTEMS COMMAND.
This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15.

Duties
  • You will administer and manage the civilian personnel (CIVPERS) and related budgeting programs for Naval Sea Systems Command (NAVSEA).
  • You will serve as expert advisor to Command senior leadership, including the Executive Director, Corporate Operations and the Comptroller, for policies, guidance and specific procedures relating to civilian personnel.
  • You will direct and manage the preparation and justification of the civilian manpower budget for the entire NAVSEA and be the Command major point of contact with the Department of Navy Budget Office (FMB) for civilian personnel budget issues.
  • You will serve as the Requiring Financial Manager (RFM) for Headquarters/PEO salaries and benefits.
  • You will represent NAVSEA at reclama or other budget review sessions and hearings.
  • You will monitor the execution of all Civilian Personnel resources and forecasts funding requirements for the Command to ensure organizations have sufficient resources to carry out their mission.
  • You will serve as Command point of contact regarding Civilian Personnel (CIVPERS) Financial Improvement and Audit Readiness (FIAR) requirements.
  • You will manage and review payroll operations by overseeing timekeeping procedures as they apply to Navy Enterprise Resource Program (N,ERP) and the Defense Civilian Pay System (DCPS).
  • You will be the liaison with Department of Defense and Department of Navy authorities regarding civilian personnel pay, policies, and procedures.
  • You will oversee and manage system interfaces to include DCPS and Gross Pay Report (GPR) processing, corrective action for unallocated and undistributed labor, month end labor accruals, and biweekly leave and fringe acceleration adjustments.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level pay band NH-03 (GS-13 equivalent) in the federal service or equivalent experience in the private or public sector leading implementation of FINANCIAL MANAGEMENT policies, plans, and programs to facilitate effective and efficient application of financial resources for a manpower and budgeting program.
