Summary This position serves as a Supervisory Recreation Fee Specialist located in Gateway National Recreation Area, in the Administration Division. Responsibilities The incumbent of this position serves as the park-wide revenue and fee program manager. Provides leadership and technical advice on matters concerning collection of all non-appropriated recreational and non-commercial revenues, not regulated under concessions laws, regulations, and policy. Conducts analyses and studies of financial and operational data for the Fee programs for planning purposes as well as developing operating plans and procedures for these program areas. Ensures that procedures comply with policy and legislation. Reconciles any discrepancies between WASO/AOC account records and park accounting records associated with the receipts and expenditures of the recreational fee program funds. Directs audit program for fee collection, cost of collections expenditures, remittance, reconciliation, deposits, and accountable stock. Develops and implements security measures to protect funds collected (including electronic collections) for the fee programs. Establishes effective security programs using industry best practices. Institutes and maintains sales and accounting protocols, including program hardware of the point of sales system for fee programs. Instructs staff on fee regulations. Directly supervises a team of five permanent staff, indirectly supervises 30 seasonal staff. Coordinates day-to-day activities (e.g., scheduling) of subordinates with other park staff where geographically separated from the incumbent. Assigns work to subordinates; establishes priorities; evaluates employee performances; interviews candidates for positions and initiates requests for personnel actions; recommends awards; takes disciplinary actions; develops performance plans and evaluates subordinate's performance. You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. You may be required to work evenings, weekends, holidays, overtime and shift work. Qualifications All qualifications must be met by the closing date of this announcement-03/11/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To qualify for this position at the GS-12 grade level, you must possess at least all of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one or more years of specialized experience equivalent to at least the GS-11 level. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Examples of specialized experience is Managing and overseeing a park-wide revenue and fee program and developing operating plans and procedures for a fee collection program; Managing and overseeing a fee operation with a variety of collection venues and methods such as entrance stations and campgrounds utilizing Point of Sale systems, remittance and deposit software and credit card payment processing technology to ensure accountability for remittances; Directly supervise a staff of permanent and seasonal revenue and fee revenue employees providing the full range of supervision to include directing staff, hiring, developing performance standards, providing performance evaluations, and approving leave; Collaborating with other divisions in the development of a comprehensive fee collection program; Developing and tracking annual operating budgets associated with fee collection including cost of collection funds. You must include hours per week worked. Physical Demands: The work of this position is typically sedentary, however the work may occasionally require standing for long periods of time, as well as walking, bending, lifting of moderately heavy items. Working Conditions: This position typically works in an office environment, but may also work at an entrance station, visitor center, and/or visitor contact station. The work area is usually adequately lighted, heated, and ventilated. The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
