Minimum Qualifications Law enforcement experience preferred.
Duties Description Under the general direction of the Marine Services Manager, the incumbent of this position will be responsible for a variety of tasks related to the services administered by the Bureau of Marine and Recreational Vehicles. These responsibilities include but are not limited to: Coordinating and scheduling of approximately 10 Law Enforcement training programs to train police officers on Law Enforcement Water Safety Patrol (Marine Law Enforcement, Marine Patrol Vessel Operators, Personal Watercraft Patrol Operators), and other training courses such as National Safety Boating Council Essentials of Close Quarters and Open Water Boat Control Course, Impaired Boater Recognition Program, Vessel Noise Enforcement Training, Tactical Vessel Operations, Seated Battery Training of SFST (Standardized Field Sobriety Training), Condensed Marine Patrol Vessel Operators course. Recruiting, coordinating and assigning the required number of instructors for each course to ensure adequate instructor to student ratio for hands-on practical student training on patrol training vessels. Preparing bids for facilities to host annual training programs following all applicable procurement State guidelines, rules and regulations and preparation, documenting and processing vouchers for payment of services. Procuring all necessary training vessels, equipment, supplies and materials to conduct training programs such as instructor and participant training materials, PFDs (personal flotation devise), uniforms, lines for vessels, parts for vessel repairs, binders, thumb drives, go pro cameras and other electronics. Supervising and coordinating training and travel schedules for two year-round seasonal trainers and over 30 volunteer instructors as needed and assigned. Facilitating the transportation and/or delivery of police patrol vessels, including some Personal Watercraft Vessels, to leasing state and local agencies for law enforcement patrol of state waterways.Maintaining, coordinating and documenting the transportation of training vessels, new or reassigned vessels and surplus vessels and/or associated equipment. Overseeing the processing and documentation for surplus of vessels, motors and various vessel related equipment following various State policies and procedures for surplus activities. Assessing various factors associated with waterways such as waterway use volume and existing police patrol coverage to determine need for leasing of police patrol vessels and equipment for law enforcement patrol purposes. Retrieving vessels and vessel equipment from leasing state and local agencies not in compliance with use agreement and reassign and transporting such vessels where needed. Coordinating and scheduling of SLEDS (Snowmobile Law Enforcement Development School) and some associated Law Enforcement training such as Seated Battery. Coordinating and procuring all necessary training snowmobiles, equipment, supplies and materials to conduct training programs such as instructor and participant training materials, uniforms, parts for repairs, binders, thumb drives, go pro cameras and other electronics.Assessing snowmobile trail condition and coordinating inter-agency patrol details. Assisting with preparation of bids/RFQ for applicable snowmobile training programs in accordance with State guidelines, rules and regulations and preparing, documenting and processing vouchers for payment of services.Assisting with staging gear/equipment for promotional and training events
Additional Comments Operating Needs: The candidate for this position must:Possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employmentHave experience in operating and trailering boats and snowmobilesBe able to engage in day and overnight travel (50%), as well as to work variable hours in variable environments/weather when in the field on an as needed basisHave experience in the MS office suite of products, specifically Outlook, Word, Excel, and Access.
