Job description

The position serves as Director of the Office of Program Development in the Illinois Division and is responsible for delivering the Federal-aid Highway Program in the areas of planning, environment, realty, safety, operations, asset management, pavement, and materials; and developing policy and interpreting national policy in these program areas to provide leadership, coordination, and advice to State and local officials, and Metropolitan Planning Organizations.

Qualifications:

To meet the minimum qualifications for this position, you must meet the experience qualifications for the grade at which you are requesting consideration.
For the GS-14: You must have at least one year of experience, equal or equivalent to the GS-13 grade levelwhich included:

  • Experience managing and directing various aspects of the Federal-aid Highway Program, which should include at least one or more of the following program areas: planning, environment, realty, safety, operations, asset management, pavement, and materials; AND
  • Experience implementing one or more of the following: planning, environmental, realty, safety, and/or right-of-way laws, regulations, and requirements affecting transportation programs and projects; AND
  • Experience leading or supervising a team or group of individuals.

You cannot qualify based on education, you must have experience at this grade level.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will also be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Strategic Thinking - Formulates objectives and priorities, and implements plans consistent with the long-term interests of the organization in a global environment. Capitalizes on opportunities and manages risks.
  2. Planning and Evaluating - Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.
  3. Compliance - Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.
  4. Client Engagement/Change Management - Knowledge of the impact of change on people, processes, procedures, leadership, and organizational culture; knowledge of change management principles, strategies, and techniques required for effectively planning, implementing, and evaluating change in the organization.

For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.
