Qualifications:Conditions of Employment Continued:

"This is a Supervisory Position." A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement.
This position is designated by the Air force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.

This position is EMERGENCY-ESSENTIAL (EE). The incumbent of this position must meet all requirements of EE positions and may be required as a condition of employment to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the EE duties until relieved by proper authority. The incumbent or designated alternate may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an EE position and requires the incumbent, or designated alternate, to be removed from any military recall status. While deployed to an overseas location, the EE duties require the incumbent to be issued and carry a firean11; operate a government vehicle during specific authorized situations, and to wear a gas mask and chemical protection gear. Incumbent must obtain and maintain firearms qualification. Incumbent is required to wear the approved Department of Defense (DOD) civilian uniform while deployed. Some of CENTCOM's AOR has been considered "War Zone" hazardous duty.

Lautenberg Amendment: Position requires access to firearms. Persons convicted of a misdemeanor or felony crime of domestic violence may not occupy this position in accordance with the Gun Control Act of 1968, as amended 30 Sep 96. Employee must sign DD Form 2760, Qualification to Possess Firearms or Ammunition.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series, 0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes in-depth knowledge of Combating Weapons of Mass Destruction (CWMD) legislation, strategic direction, security cooperation/ engagement and programs from policy and execution perspectives. Knowledge of the Adaptive Planning and Execution System (formerly known as the Joint Operational Planning and Execution System or JOPES) and chemical, biological, radiological and nuclear materials, threats, proliferation, and response. Knowledge of Interagency Coordination involving HQ USCENMTCOM, US Government agencies and departments (to include DOD, DOS, DOE) and subordinate agencies and Commands.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. In-depth knowledge of Combating Weapons of Mass Destruction (CWMD) legislation, strategic direction, security cooperation/ engagement and programs from policy and execution perspectives.
2. Knowledge of the Adaptive Planning and Execution System (formerly known as the Joint Operational Planning and Execution System or JOPES) and chemical, biological, radiological and nuclear materials, threats, proliferation, and response.
3. Knowledge of interagency Coordination involving HQ USCENTCOM, US Government agencies and departments (to include DOD, DOS, DOE) and subordinate agencies and Commands.
4. Skill in the management of a variety of CWMD programs to include directing resource management, providing policy and planning guidance, integrating into the sequence and timing of key program events and milestones, and employing methods evaluating the effectiveness of program actions as related to actual events.
5. Skill in the management of Cooperative Defense Program (CDP) activities and established procedures for conducting CDP engagements across the USCENTCOM AOR.
6. Ability to organize, lead and direct efforts of senior military staff personnel (0-4 through 0-6) and senior civilian personnel (GS 13/GS-14) in accomplishment of wide range of staff projects.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
