Summary

This position is located at Bureau of the Fiscal Service, ARC, Human Resources Operations Division, Workforce Relations Branch. As a Supervisory HR Specialist (Employee and Labor Relations), you will be responsible for providing the day-to-day oversight & administrative/technical supervision of Specialists for the Labor & Employee Relations Line of Business.

Duties
As a Supervisory HR Specialist (Employee and Labor Relations), you will:
  • Responsible for providing technical guidance to Employee/Labor Relation Specialists in the following areas: term and mid-term bargaining, mediation, bargaining unit determinations, unit clarification petitions, contract interpretation/administration, grievances, discipline, adverse actions, performance-based cases, leave administration, indebtedness, and medical disqualification/ fitness for duty.
  • Ability to supervise and direct the activities of subordinate personnel. Mastery of Labor Relations program concepts and practices in order to develop and implement a comprehensive Bureau-wide program involving the full range of the Labor Relations functional area and related issues.
  • Resolve simple, informal complaints of employees and refer others, such as formal grievances and appeals, to the branch manager or another appropriate management official.
  • Ensure the Occupational Safety and Health, Equal Employment Opportunity (EEO), Internal Control principles, the Labor-Management Agreement, and the policies and procedures set forth by Treasury and Fiscal Service are followed. This responsibility is carried out by the supervisor with regard to all management decisions and courses of action undertaken within the organization.
  • Ensure that the organization's strategic plan, mission, vision, and values are communicated to the staff and integrated into the Branch's strategies, goals, objectives, work plans, and work products and services.
  • Develop a standardized training plan to be used in training new specialists or used as refresher training for experienced specialists. Train or arrange for the training of staff in methods and techniques of team building and working in teams to accomplish tasks or projects and provides or arranges for specific administrative or technical training necessary for the accomplishment of individual and team tasks.

  • A one-year supervisory or managerial probationary period may be required.
  • Must successfully complete a background investigation. Periodic reinvestigation is required no later than five years after selection and at least every succeeding five years.

  • This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized Experience For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes interpreting and applying Title 5 regulations, agency policies, negotiated labor agreements or federal case law in order to serve as a consultant to management officials on a variety of Employee Relations (ER) and Labor Relations (LR) matters. Examples of such experience may include:
- Providing advice and guidance to management on human resources issues related to performance or disciplinary action; OR
- Coordinating and processing cases involving reports of investigation, removals, involuntary separations or other adverse actions; OR
- Resolving work-related or personnel problems through discussions with employees and supervisors, review of records and reports and reference to established procedures and policies; OR
- Providing advice, guidance, and assistance to managers to ensure compliance with the appropriate human resources law, regulation, or policy; OR
- Developing or reviewing draft agency policies on human resources or related topics.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.
