In this position, you will serve as the Branch Chief of the either the West or Northwest Branch within the Market Development Division of the Specialty Crops Program of the Agricultural Marketing Service and will be responsible for maintaining the Branch's expertise in the oversight of high visibility programs, and coordinating projects involving Division employees.Qualifications: Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.
FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
- Leading a team of technical experts, to assign work and achieve timely responses to industry requests.
- Assessing program operations and providing recommendations for improvement.
- Overseeing the administration of a program to ensure compliance with statutory and regulatory requirements, federal polices and guidelines.
- Development and review of written briefing materials and correspondence to explain program issues to Department executives, congressional leaders, and industry representatives.
- Representing the organization to internal partners, external industry contacts, and the public to explain, justify and anticipate potential impacts of policy decisions.
- Development and/or review of rulemaking documents, such as work plans, proposed rules, final rules.
