In this position you will be responsible for coordinating, preparing, analyzing information pertaining to, and releasing market news reports on fruits, vegetables, and ornamental crops for domestic production, exports and imports to the United States from/to wholesale markets in the U.S., Europe, Mexico, Canada, South America, and other countries of interest including developing markets in Pacific rim countries and the Caribbean basin.Qualifications: Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-13GRADE LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
- Experience developing and standardizing methods for the collection, analysis, and timely release of market news information.
- Experience determining the physical characteristics of all fruits and vegetable commodities moving in interstate commerce.
- Experience evaluating procedures and instructions to determine training needs, coordinate technical development and maintenance of instruction programs and materials.
- Experience representing the organization to internal partners, external industry contacts, and the general public in order to explain, justify and anticipate potential impacts of policies and decisions.
FOR THE GS-14 GRADE LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
- Experience interpreting, or creating Program, Agency, and Departmental regulations, policies, and procedures and other administrative laws and regulations applicable to assigned areas responsibility.
- Experience providing oversight, quality control and management of the key shipping point markets of the marketing and shipping practices for commodities such as: fruit, vegetable, and ornamental crops.
- Experience collaborating with upper management to formulate and implement new/major changes in policy or technical methods.
- Experience using/ referencing the Agricultural Marketing Act of 1946 in order to develop and standardize methods for the collection, analysis, and timely release of market news information.
