Job description

JOB SUMMARY:

Provide direction and oversight to assigned staff in the Credit & Collections Department. Responsible for the administration & supervision of all Accounts Receivables of Lottery agents. Provide accurate accounting of weekly agent invoicing and respond to agent inquiries regarding invoicing of Draw Games and Instant Tickets. Correspond through mail and electronically with agent requests. Oversee collection efforts of any outstanding receivables owed to the Lottery and ensure that all efforts are undertaken to collect funds owed and processed through ES and MMARS and outside Collections Agencies. Coordinate with the Licensing and accounting units of Finance and the Sales units in for establishment, termination, and changes in agent license status.

ESSENTIAL FUNCTIONS:

 

  • Supervise staff of Credit and Collections Department.
  • Manage the staff in the use of the ES Connect (Enterprise Series System), IBM System and other systems as needed.
  • Ensure prompt processing of all receivables according to Lottery policy and procedures.
  • Ensure agent receivables and invoicing is processed accurately and timely.
  • Responsible for processing Sales Representatives SR90s submitted to Lottery Headquarters for "In House" adjustments and adjustments done in the field by LSRs (Lottery Sales Representative), for any review and approval.
  • Security Designate backup to Director of Credit & Collections for Experian and On-Base databases.
  • Coordinate invoicing and weekly settlements with IT, Sales, Security, Legal, Customer Service, Marketing, and Finance Departments.
  • Prepare written correspondence, as required, to answer complicated and detailed Credit and Collections, Accounts Receivable issues.
  • Oversee and/or apply the Collection of Funds to Lottery agent accounts, including the use of MMARS/BARS, including the following MMARS documents VCC, VCM, RE, CR, RF1 documents.
  • Institute policies and procedures that ensure appropriate controls, checks and balances, and expeditious collection of outstanding receivable activity.
  • Ensure write offs are conducted timely and accurate within the Comptrollers policies and procedures.
  • Ensure the GAAP report is completed within the Comptrollers policies and procedures for accounts receivable.
  • Coordinate with auditors for year-end audit of Lottery operations for credit and collection activity.
  • Successfully satisfy mandatory credit and location debt for agents, prospective agents, and individuals having significant authority.
  • Institute policies and procedures that ensure appropriate controls, checks and balances, and expeditious collection of outstanding receivable activity.
  • Ensure all Lottery agent bank account information is entered accurately and coordinated with agents.
  • Supervise Credit and Collections Staff in conducting Licensing approval for new agents, change of ownership, and renewal process in conjunction with credit approval and location debt issues.
  • Represent Credit & Collections Department for Finance Hearings within the Legal Department.
  • Represent Credit & Collections Department for Finance Hearings with ABCC (Alcohol Beverage Control Commission).
  • Ensure all relevant inquiries are managed professionally.
  • Communicate effectively, orally and in writing with employees, retail agents, other Lottery departments and the public.
  • Analyze and present detailed financial and accounting data.
  • Establish and maintain effective working relationships with subordinates, outside agencies, agents, and government officials, as well as dealing tactfully with the public.
  • Account for NSF or returned unpaid EFT items by updating the existing database, create a RE to bill agent.
  • Disable/enable on-line terminals in accordance with established policy.
  • Contact Sales Agents by phone regarding manual payments of missing EFT data.
  • Prepare refunds to Lottery agents.
  • Adhere to all Departmental and MSLC Policies and Procedures.
  • Perform other related duties as required.

EDUCATION:

  • College degree in applicable field (Accounting, Finance, Business Administration), or related experience.

EXPERIENCE:

  • Past supervisory experience coupled with a demonstrated ability to train, direct, and manage personnel.
  • Experience working in Accounts Receivables and Collections.

PREFERRED QUALIFICATIONS:

  • Excellent analytical skills including attention to detail and logical processes.
  • Critical thinking and ability to instruct staff on processes and procedures within the department as well as outside the department.
  • Must be able to plan an effective work schedule and then perform in an efficient and timely manner.
  • Ability to be diplomatic in stressful situations.
  • Thorough working knowledge of Credit & Collections procedures of the Lottery pertaining to invoicing and settlement of draw games and instant tickets.
  • Thorough working knowledge of the Massachusetts General Laws and Code of Massachusetts Regulations as it pertains to the Mass Lottery.
  • Ability to explain detailed accounting rules and invoicing procedures to agents and their representatives.
  • Strong Organizational, Communication, and grammar skills.
  • Must be able to evaluate processes and procedures, identify risks and develop new processes and procedures to improve controls and mitigate risks.
  • Advanced ability in Microsoft Office, specifically Excel and Word and the manipulation of large amounts of data.
  • Knowledge of the theory and practice of accounting and its application to government accounting systems, (MMARS/BARS).
  • Ability to assemble, analyze, and present detailed financial and accounting data.
  • Familiarity with the receivables operating procedures.
  • Must be able to plan an effective work schedule and then perform in an efficient and timely manner.
  • Must enjoy working with figures and maintain a high degree of accuracy.

  • Flexible, adaptable and can adjust to a rapidly changing and growing environment.
  • Knowledge of bookkeeping procedures and the use of accounting forms and records.
  • Knowledge of laws, rules and regulations pertaining to state accounting.
  • Ability to follow and prescribe accounting methods, principles, techniques, practices, and special instructions.
