Quality Control Manager - Job Description, Responsibilities, and Expectations

The Quality Control Manager is responsible for managing and performing the daily quality control responsibilities of specific projects to ensure that the projects are constructed in accordance with the established minimum standards. The role includes direct oversight and review of the entire documentation and physical inspection phase of the work flow process and working with other in-house personnel (Project Managers, Project Coordinators etc.) and external personnel to produce and document a quality product. The Quality Control Manager reports directly to the Project Manager(s) and the VP of Quality. This position will be based out of Frederick, MD and will require on-site work.

ESSENTIAL FUNCTIONS:

·        Develop and implement comprehensive quality control plans for each construction project, outlining inspection and testing procedures, compliance measures, and performance benchmarks.

·        Conduct regular inspections and testing of construction materials, workmanship, and equipment to ensure adherence to project specifications, building codes, and industry standards, and KCC Standards

·        Identify and document any deviations from quality standards or non-conforming items, collaborating with project managers, field management, and subcontractors to address and resolve issues promptly.

·        Monitor and verify compliance with relevant local, state, and federal regulations, safety standards, and environmental requirements throughout the project's lifecycle.

·        Collect, analyze, and maintain quality control data, generating comprehensive reports for project stakeholders, highlighting areas of improvement, and suggesting corrective actions.

·        Provide training to project team members and subcontractors on quality control procedures, emphasizing best practices and quality improvement techniques.

·        Proactively identify potential quality-related risks and implement measures to prevent them, ensuring that projects are delivered with minimal defects and rework.

·        Collaborate with Project Manager and Estimating team to evaluate the performance of suppliers and vendors, ensuring they meet quality standards and expectations.

·        Stay up to date with industry advancements, emerging technologies, and best practices in quality control, contributing to the continuous improvement of quality management processes within the organization.

·        Attend the Progress Meetings, attend the Coordination and Mutual Understanding Meetings, conduct the QC meetings, perform the three phases of QC, perform submittal review and certification, and ensure testing and inspections are performed.

·        Manage and coordinate the three phases of Quality Control and documentation of work performed by Testing Laboratory personnel and any other inspection and testing personnel required by this Contract.

·        Provide input on Quality Assessment portion of Project Performance Incentive Plan

DUTIES AND RESPONSIBILITIES:

·        The Quality Control Manager has the authority to stop the work and the responsibility to stop the work if the work does not conform to the contract requirements or observes a major potential safety issue.

·        Review and certify that all submittals meet the contract requirements. Submittals requiring client acceptance shall be certified prior to being forwarded to the client for acceptance.

·        Maintain current and complete records of on-site and off-site Quality Control Program operations and activities.

·        Prepare and sign Quality Control Report for each day Quality Control activities are performed, or at a minimum weekly.

·        For each Definable Feature of Work (DFOW), conduct Preparatory Phase and Initial Phase Inspection Meetings and document these on Preparatory Phase and Initial Phase Checklists.

·        Observe and record in the Testing Plan and Log, all required tests, and inspections as defined by the Quality Control Plan and specifications.

·        Perform Follow-Up inspections not less than weekly for permanent work in progress.

·        Maintain a list of work that does not comply with the Contract, identifying what items need to be reworked, the date the item was originally discovered, the date the item will be corrected by, and the date the item was corrected.

·        Ensure that all Daily Progress Reports are properly and accurately completed.  

QUALIFICATIONS:

·        Minimum five (5) years’ experience in the construction industry as a Superintendent, Project Manager or Project Engineer, or similar role, General Contractor experience preferred. Or two (2) years’ experience in the construction industry as a Superintendent, Project Manager, or Project Engineer and a bachelor’s degree in engineering.

·        Knowledge of a wide range of construction materials, methods, and techniques.

·        U.S. Army Corps of Engineers "Construction Quality Management for Contractors" Certification preferred.

·        In-depth understanding of construction processes, codes, regulations, and industry best practices.

·        Strong analytical and problem-solving abilities to identify, assess, and resolve quality-related issues effectively.

·        Excellent written and verbal communication skills, with the ability to convey technical information to various stakeholders.

·        A meticulous and detail-oriented approach to inspections and quality control procedures.

·        Demonstrated leadership skills to manage a team of quality control personnel and collaborate with project teams.

·        Ability to work collaboratively with diverse teams, subcontractors, and suppliers to achieve quality goals.

·        Proficiency with MS Office software and project management tools is an advantage.

·        Capable of working in a dynamic, fast paced construction environment, handling multiple projects simultaneously, and meeting deadlines.

·        Strong commitment to ethical conduct and upholding the company's values.

·        Combination of high school diploma with quality control experience and certifications will be considered.

·        Must be able to pass a stringent federal background test to access military bases.

·        Must have a valid driver’s license and reliable means of transportation to access job sites.
