Under direct supervision, performs operating tasks in the testing, repair, maintenance and installation of equipment associated with substations, metering, control systems and information systems and other distribution equipment and apparatus. Overhead equipment installed above the secondary gain shall be accessed only by qualified line workers.

Illustrative Work Activities:

Essential work activities, pursuant to the Americans with Disabilities Act, may include the following. Other related duties as assigned.

  • Assists Lead Technician in the planning, prioritizing, and scheduling of the predictive and preventative maintenance associated with the Asset Management Program and other required work orders.
  • Designs relay and control circuits for substation and SCADA use.  Installs and modifies relay and control circuits and equipment in substations working from design plans.  Maintains, troubleshoots, repairs and rebuilds 13.8kV, 35kV, and 115kV voltage circuit breakers.  Maintains and repairs substation transformers. Tests, maintains and repairs as applicable, substation and distribution transformers, including oil sampling/disposal, gas analysis, etc.  
  • Installs, troubleshoots, modifies RTUs, SCADA circuits, substation metering, transducers, data collectors, repeaters and all related equipment. Install, test, maintain station batteries.
  • Establishes, maintains, troubleshoots, tests and repairs fixed network communication system.
  • Prepares meter specifications as directed. Designs meter connections, instrument transformer sizing, and prepares meter specification.  Installs instrument rated meters at both primary and secondary levels.  Installs, tests, programs and field verifies three (3) phase and instrument rated meters.
  • Programs settings and test relays (i.e. overcurrent, recloser, under voltage, under frequency and auxiliary types. Differential, zone, and other sophisticated relay/circuits). 
  • Installs and tests control systems for switches, reclosers, and voltage control devices. Maintains reclosers, sectionalizers, regulators, motor-operated switches, and other switching or voltage control equipment including control system setting/testing.  Performs shop maintenance of field switching equipment including component overhaul, and control reconditioning. 
  • Maintains and calibrates high voltage test equipment including hi-pot, high voltage megger, etc. 
  • Tests, maintains, and assists in the installation of RMLD station/facility and portable generators.
  • Maintains communications equipment including both cellular and land line:  includes telephone interconnections for SCADA, metering, and substation alarms.
  • Assists in the development and implementation of technical training programs. Assist the TS Supervisor in the development, review, and implementation of the Career Development Program for self.
  • Assists in generating material and equipment lists and prepares requisition orders for purchase approval. Generates stock room requisitions.
  • Assists in the verification of work orders, and recommends adjustments as may be appropriate.
  • Assists in conducting tailboard meetings prior to any work assignment.  Identifies from field observations any hazards and assists in determining approved work methods to be used.
  • Responsible for performing Digsafes.
  • Responsible for spill response and clean up under the RMLD SPCC Plan.
  • Assists in making routine inspections of all substations, metering, control systems, and information system equipment, to ensure proper operating conditions.
  • Assists the Lead Technician in enforcing all operational safety policies and procedures. Reports violations and assists in preparing lessons learned.
  • Assists in providing input to the Lead Technician on cost estimates for labor and material, job planning, scheduling, and controlling costs.
  • Assists in ensuring compliance of NESC, NEC, ANSI, OSHA, substation construction and other applicable standards.
  • Completes and maintains required reporting documents, including testing and inspection forms, etc., necessary to maintain the Asset Management database and overall accuracy.
  • Ability to be qualified as a Switchman and Tagman.
  • Assist in managing projects in collaboration with Line Operations and Engineering to ensure completion of routine work orders, system reliability, and other as assigned.

 

 

 

 

Minimum Qualifications

Education:

High school or electrical trade school graduate, with specialized courses in the electrical field. High school or electrical trade school graduate, with specialized courses in the electrical field. Electrician license or Associates degree  in Utility Engineering, Electronics or equivalent related degree as determined by RMLD, desired.

 

 

Experience:

Apprentice level requires a minimum of one year of experience in a position related to electric utility functions as determined by RMLD. Journeyman level requires 5.5-7 years as a qualified Substation Technician. Windows operating system PC experience required. Familiarity with substation preventative and predictive maintenance programs and metering software applications required at 2nd Class level.

 

Knowledge, Skills, and Abilities:

Knowledge of operation, repair, testing, and maintenance of electronic components. Knowledge of safety practices and procedures.  Knowledge of electric and electronic schematics.  Knowledge of modern test equipment and current technology. Skilled in oral and written communications.  Able to handle multiple tasks and prioritize work.

 

Judgment and Initiative:

Under the direct supervision of the Lead Technician, assists in establishing crew work plan to ensure timely and safe completion of assigned tasks in conformance with established work programs, policies, and procedures.  High attention to detail and organizational ability.  Ability to provide appropriate levels of initiative, response, and resolution to problems. Ability to assist in organizing work, establishing priorities, and meeting deadlines on a regular basis.

 

Manual Skills:

Ability to operate computers, scanners, printers, plotters, and other related equipment as required. Moderate dexterity using necessary tools. 

 

Physical Requirements:

Ability to perform wearing required safety equipment.  Ability to perform moderately heavy physical work indoors and outdoors in any weather and working conditions for extended periods of time.  Work may involve lifting, moving, pulling, or pushing bulky materials; equipment, and tools. May be required to operate a forklift or lift truck.

 

 

 

 

Supervisory:

May be considered to perform fill-in Lead Technician duties upon completion of 5 years as a Journeyman Technician and successful formal Assessment for qualification.

 

Licenses and certifications:

Valid MA Class D Operator license required. Journeyman technician certification.
