The Substance Use Disorder (SUD) Strategic Planner will be a member of the Behavioral Health and Recovery Division (BHRD) Executive Leadership Team and will report to the BHRD Director. The incumbent will provide strategic insight and leadership in the development, maintenance, and operationalization of a King County Substance Use Disorder Strategic Plan, inclusive of an Overdose Recovery & Response Strategy. The incumbent will also be responsible for facilities expansion and siting within the Division, including the siting of a new King County permanent Sobering Center. To accomplish these large bodies of work, the Strategic Planner will coordinate across the Division and with Seattle-King County Public Health as well as manage coordination and strategic expansion planning with King County opiate treatment providers & SUD providers, peer-led organizations, consumers, and state/local government leaders.

At a minimum, the Substance Use Disorder Strategic Planner will supervise the King County Substance Use Disorder Specialist, Emergency Services Patrol (ESP), Recovery Navigator Program (RNP), and Behavioral Health Outreach Programs (BHOP) and may supervise additional teams or staff, as needed, and determined by the Director.

The incumbent in this position will align all work with the mission of the Department's Equity and Social Justice strategic plan (i.e., to reinforce and embed equity and social justice principles into policies, practices, attitudes, and actions that produce equitable access, opportunities, treatment, impacts and outcomes for all).


The Behavioral Health and Recovery Division (BHRD) is one of five Divisions within DCHS. BHRD manages the provision of community behavioral health services in King County, for approximately 60,000 clients per year through a network of over 40 behavioral health providers. The annual budget for services provided by or through the Division is over $450 million. BHRD has 150 staff across 13 sections that include direct service staff, care coordinators, program managers and technical staff. BHRD's mission is to provide quality behavioral healthcare to the Counties low-income residents.

WORK SCHEDULE/CONDITIONS: This is a Special Duty Assignment (SDA) position anticipated to end two years after the start date but subject to change dependent on operational need. This position is exempt from the provisions of the Fair Labor Standards Act, and is not eligible for overtime. This position is not represented by a union.

MISSION CRITICAL POSITION STATUS: This position has been designated Mission Critical. Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather. TELEWORKING REQUIREMENT: The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. Serve as the BHRD Strategic Leader on Substance Use Disorder

  • Serve as the BHRD strategic leader on Substance Use Disorder policy and planning.
  • Coordinate across the Division, Department and with other County Departments to achieve the County's SUD and overdose prevention strategic objectives.
  • As requested, participate in public-facing meetings and events to represent the County's goals and work related to Substance Use Disorder treatment and prevention.
  • Maintain updated subject matter expertise on Substance Use Disorder treatment and prevention best practices, pilot models and state/federal policy changes.

Lead, direct, and oversee the development and implementation of an SUD Strategic Plan

  • Develop an SUD strategic plan, inclusive of a King County Overdose Response Strategy, in coordination with internal and external stakeholders.
  • Facilitate Strategic Planning meetings with internal and external stakeholders to inform strategic priorities, budget estimates, policy decisions and implementation plans.
  • Build and maintain effective working relationships with Division staff, department leadership, County Executive staff, and other County departments related to Substance Use Disorder policy and planning.
  • Lead Division implementation of key SUD initiatives and projects, such as expansion of mobile medication for opioid Use Disorder (MOUD) treatment, naloxone distribution and expansion of SUD treatment options (residential care and withdrawal management).
  • Coordinate internally with Provider Relations, Fiscal, Contracts & Procurement and other teams as necessary, to implement SUD Strategic Plan initiatives and projects.
  • Provide leadership and coordination for all SUD-focused initiatives within the MIDD, including youth and adult SUD response and prevention initiatives, and peer-led initiatives.
  • Contribute to the development of a SUD workforce development strategy, in coordination with BHRD Workforce Development Manager.

Supervise SUD-related Staff and Programming

  • Supervise and manage the Emergency Services Patrol direct service team.
  • Supervise and manage the Behavioral Health Outreach Teams, including the City Hall Park Outreach team and Metro/Sound Transit outreach teams & associated contracts.
  • Supervise the Recovery Navigator (RNP) & RNP Administrator.
  • Supervise the Opiate Response Manager and provide leadership to manage the MIDD SUD initiatives, contracts and budget.
  • Maintain responsibility for programmatic budgets for all supervised staff and programs, and coordinate with appropriate internal stakeholders to ensure that State and local funding for existing programs is maintained.
  • Lead and coach staff and programs under the incumbent's supervision to ensure work is aligned with the goals of the King County Equity and Social Justice Plan to continue to lead and support equity and social justice principles into policies, practices and actions.

Site a King County Sobering/Metabolizing Center and Manage Facilities-related Division Priorities

  • Serve as the BHRD lead to site a permanent Sobering/Metabolizing Center in King County.
  • Evaluate potential locations for a Sobering/Metabolizing Center with the Facilities Management Division (FMD).
  • Provide recommendations to Department Leadership and County Executive staff regarding suitability of locations, plans to stakeholder with Cities and neighbors, and budget estimates for purchase & renovation.
  • Coordinate and oversee purchase and renovation of an appropriate Sobering/Metabolizing Center with Facilities Management Division.
  • Select and contract with a provider to provide Sobering Services to King County residents.
  • Conduct external stakeholder engagement as needed with Cities and neighbors to support the siting process.
  • Serve as the BHRD lead for additional facilities-related projects, including the Overdose Recovery Center. Serve as the first point of contact with FMD and evaluate potential sites for appropriateness based on expertise and desired service delivery. Perform other related duties as assigned.
  • At least 10 years of experience working in Substance Use Disorder programming and policymaking in King County or Washington State, at a nonprofit, government, provider or insurance organization.
  • Must maintain clinical licensure as a Substance Use Disorder professional (SUDP).
  • Deep knowledge and understanding of the King County Substance Use Disorder provider network, including outpatient providers, withdrawal management providers and Opiate Treatment Providers (OTPs).
  • Deep knowledge of, and proven implementation of equity and social justice principles and practices and understanding of the effects of race and policy and systems-based inequities on marginalized communities and populations.
  • Strong experience in project management, including managing multiple complex and time sensitive projects concurrently.
  • Demonstrated experience developing policy documents and/or strategic plans.
  • Ability to coordinate, schedule and facilitate effective and efficient meetings with cross-section staff, and follow through on action items to ensure completion.
  • Demonstrated ability to develop collaborative relationships across multiple sectors and perspectives to identify and act upon shared goals.
  • At least five years of increasingly senior experience in managing, interacting, recruiting, and promoting accountability with and within diverse staff teams.
  • Proven ability to plan and manage within formally supervised teams and matrix managed teams.
  • Prior experience siting behavioral health facilities.
  • Knowledge of King County's recovery-oriented system of care and MIDD-funded programming.
  • Demonstrated experience working with a variety of individuals with diverse backgrounds.
  • Strong written and verbal communication skills.
  • Ability to manage multiple tasks simultaneously.
