Job description

King County is seeking to hire a Substance Use Disorder (SUD) Manager within Public Health - Seattle & King County, Jail Health Services (JHS) Division. This is a two-year, full-time temporary or special duty position that has the possibility of becoming a permanent position.
The SUD Manager leads the team that delivers overdose prevention, harm reduction, and Substance Use Disorder services for JHS. The clinical team, consisting of licensed Substance Use Disorder professionals and community health workers, provides person-centered, trauma-informed care to individuals while they are in-custody and continues to provide support as they connect people with health and social services upon release and beyond.
The SUD Manager supervises all program-related initiatives and projects as well as the day-to-day business functions pertaining to grants and sponsored projects. The position represents JHS on issues related to harm reduction and Substance Use Disorder services, including the division's overdose prevention response to the fentanyl crisis.

JHS provides needed health and social services to the incarcerated population located in the King County jails - King County Correctional Facility (KCCF) in Seattle, WA and Maleng Regional Justice Center (MRJC) in Kent, WA. The primary services we provide include medical, dental, mental health, social and release planning services, treatment of Substance Use Disorders, and pharmaceutical services. We care about the patients we serve and their health outcomes. Our Division includes over 230 employees and a bi-annual budget of over $80 million.
The purpose of JHS is to assure that high-quality health and human services are available to the incarcerated population in the King County adult correctional facilities: the King County Correctional Facility (KCCF) in Seattle and the Maleng Regional Justice Center (MRJC) in Kent. The JHS vision is Opening doors to healthier, happier lives, and the mission is To assess and stabilize serious health problems for the detained population of the King County Correctional Facility and the Maleng Regional Justice Center with a focus on transition from jail.
Staffed 24 hours per day, 7 days per week, 365 days per year, JHS provides a broad range of health care to all individuals booked into the jails. For patients with serious mental health or medical conditions, special housing units (psychiatric and infirmary) along with a higher level of services and medical monitoring are provided. Since the patient population varies both in numbers as well as in acuity of health conditions, staffing is adapted and flexed to meet the constantly changing needs of the population.
JHS staff manage the complex health needs of underserved populations many of whom come to the facility without access to care in the community and with decompensated acute and chronic health conditions.

  • Team Development and Supervision. Foster team cohesion, identify areas for growth, and create opportunities for skill development, motivation, and creativity. Lead the hiring, training, coaching, and evaluating of team members. Develop and implement work schedules to assure proper program coverage.
  • Clinical Oversight. Lead the practice as a subject matter expert in harm reduction, trauma­ informed care, and shared decision making. Stay familiar with public and private Substance Use Disorder and behavioral health services and facilities. Provide case consultation to clinical staff, guide them in delivering quality care, and facilitate group and individual supervision sessions as needed. Ensure compliance with accreditation and documentation standards, licensing requirements, and all applicable policies and procedures.
  • Stakeholder Engagement. Establish and maintain excellent working relationships and communications with internal and external stakeholders, including members of the BIPOC communities and those directly impacted by incarceration.
  • Quality Assurance. Guide quality assurance and other evaluation activities that include data collection, cleaning, transforming, evaluating, visualizing, and reporting data. Monitor the quality and standards of practice via chart reviews and observations of clinicians' interactions with participants. Ensure effective use of resources by planning, organizing, monitoring, evaluating, and measuring the impact against service objectives.
  • Trends & Advocacy. Research, anticipate, and prepare for trends affecting harm reduction and Substance Use Disorder services and recommend programmatic direction. Represent JHS on issues related to harm reduction and Substance Use Disorder services, namely our overdose prevention response to the fentanyl crisis.
  • Project and Grant Management. Manage Substance Use Disorder program initiatives and projects and the day-to-day business functions pertaining to grants and sponsored projects, ensuring compliance with federal and state laws and regulations, and county policies.
  • Contract Management. Coordinate with Finance, Contracting, and other King County departments regarding contract development, RFP processes, and monitoring of Substance Use Disorder contacts.
  • Reporting. Prepare and submit monthly, quarterly, and annual progress and data reports as required by multiple sponsoring agencies at local, state, and federal levels.
  • Program Development. Consult with management staff regarding program goals, activities, policies, and procedures. Plan, develop and participate in program development activities, team meetings, committees, and work groups.
  • Equity and Inclusion. Promote anti-racism and workplace belonging by actively discussing issues of race and oppression, fostering psychologically safe spaces, debiasing clinical practices, and practicing cultural humility and critical self-reflection
Required Skills and Qualifications:
  • Professional Credentials. Registration as a Substance Use Disorder Professional under WAC 440- 22-240 and the ability to become an authorized supervisor within one (1) year of employment.
Required Experience:
  • At least two (2) years of experience of working with Black, Indigenous and People of Color (BIPOC} in a social service, public health, or other closely related setting.
  • At least three (3) years of recent, relevant experience in a program management or similar role demonstrating mastery of techniques used to plan, develop, monitor, and evaluate programs and the ability to lead clinical teams.
  • Clinical Expertise. Demonstrated advanced skills, especially in areas such as ethics, person­ centered approaches, trauma-informed care, recovery-oriented concepts, crisis intervention and suicide risk assessment. Demonstrated commitment to ongoing development of your clinical skills, especially those related to cultural humility and shared decision making.
  • Equity and Cultural Humility. A deep commitment to racial equity and understanding of the historical and generational impacts of racism and mass incarceration. Knowledge of specific challenges and needs of individuals facing legal involvement, housing instability, poverty, Substance Use Disorders, and mental health diagnoses compounded by discrimination and systemic oppression. Experience applying equity skills in the practice undoing racism.
  • Interpersonal Skills. Strong interpersonal skills and the ability to work well as part of a team, and the capacity to manage sensitive or controversial subjects with kindness, empathy, and professionalism.
  • Technical Skills. Advanced skills in collecting, monitoring, and analyzing data using Microsoft programs such as Excel, Power Bl, and SharePoint. Familiarity with electronic health records, Microsoft programs such as Teams, Outlook, Word, and PowerPoint and the ability to use web­ based tools and software.
  • Communication and Organization. Demonstrated ability to communicate effectively and manage multiple tasks while remaining organized in a changing environment.
  • Mobility. Ability to travel on a flexible schedule.
  • Valid Washington State Driver's License
Desired Qualifications:
  • At least five (5) years of recent, relevant work experience with people involved in the criminal legal system within King, Pierce, or Snohomish County with priority given to people with experience providing harm reduction and recovery-related services for participants with Substance Use Disorders.
