The Subcontracts Administrator will support multiple Subcontract Managers in managing multiple subcontracts and related change orders to ensure compliance with prime contract, applicable laws, regulations and terms. Position requires a basic understanding of FAR and DFAR regulation. Tasks include supporting Subcontract Managers in coordinating and submitting proposals, supporting subcontract negotiations, learning the basics of subcontract formation, award and administration. This position typically works under the supervision and direction of multiple Subcontract Managers. Incumbents of this position will regularly exercise some decision-making authority.
Minimum Job Requirements:
- Begin to understand the supplier market dynamics/intelligence (incl. the basis of technology road map from suppliers) and use it as an input into a sourcing strategy.
- Learn the basics of negotiations of Non-Disclosure Agreements, develop an understand of the different type of contracts such as Memoranda of Understanding, Other Transaction Agreements, general terms and conditions, Master Agreement, and similar Agreements in support of subcontracts for execution in accordance with Company policies/approvals.
- Support Subcontract Managers in the preparation of bid packages, types of evaluation criteria, formulate an understanding of how to analyze and evaluate proposals, understand how to negotiate subcontract provisions, how to award a Subcontract, put together FAR 15 based subcontract packages, assist in issuing subcontract awards, and then to understand the responsibility of administering resulting subcontracts.
- Develop a working knowledge of internal procurement policies, Federal Acquisition Regulation (FAR) requirements and Department of Defense FAR Supplement (DFARS) requirements.
- Understand how to interact with Program Managers and to work with Subcontract Manager in reviewing Statements of Works (SOW) to ensure the SOW meets the customer's requirement, outlines key performance indicators and mitigates risk to the customer and Cubic.
- Developing knowledge of how to analyze and evaluate subcontractor proposals to include how to perform a price analysis that can be considered in compliance with CAS and TINA regulations according to FAR 15.
- Perform invoice reconciliation and processing, including monitoring resulting payment ensuring invoices are in accordance with the subcontract terms within SAP.
- Develop a working knowledge of how to facilitate the resolution of any subcontractor support deficiencies, including developing and issuing subcontract corrective action requests through resolution.
- Assist Subcontract Manager in developing cost reduction/cost avoidance programs with emphasis on total cost impact (i.e., consolidation of supply orders/contracts).

- In addition to the duties and responsibilities listed, the job holder is required to perform other duties assigned by their manager from time-to-time, as may be reasonably required of them.
Minimum Job Requirements
2 or 4-year college degree in business administration, supply chain, or related field, plus a minimum of 1 - 2 years of experience working in a defense setting.
- Strong experience with using SAP.
- Demonstrate personal leadership ability.
- Strong written and oral communication skills for interface with all levels of management, both internally and externally.
- Must be able to manage multiple priorities and meet deadlines with some supervision, and work extended hours, if and when required.
