Job description

The City of Gaithersburg Department of Public Works Environmental Services Division is seeking an experienced, hands-on, collaborative professional to plan, coordinate, implement, and oversee the City's stormwater quality management program, which involves the development, implementation, and enforcement of City-wide stormwater and water quality ordinances, programs, and policies, as well as the City's compliance with applicable federal and state stormwater laws, rules, and permits. The successful candidate will be responsible for managing and directing the administrative functions of all aspects of the program, including budget, personnel, planning, training, regulatory processes, public outreach, and monitoring program effectiveness.

The ideal candidate will have extensive experience in Stormwater Program management including delivering stormwater capital improvement projects, as well as construction management and staff management experience; be an innovative thinker who can anticipate problems before they develop; and possess a solution-based vision for community and for Stormwater Programs. You must have a clear and open communication style, excellent listening skills, and be able to negotiate in the public interest and balance conflicting and competing interests. Excellent analytical, customer service, interpersonal, verbal/written communication, and presentation skills are expected; a proven ability to lead by example, strong initiative, good judgment, and common sense are essential.

Starting salary for this position is negotiable within the target hiring range ($90,000 to $100,000) and will be offered at a level consistent with the experience and qualifications of the candidate. What you will do with us:
  • Coordinate, plan, and administer the Stormwater Management Program, the construction of public stormwater infrastructure projects, and related programs, projects, and initiatives.
  • Participate in the development and implementation of program goals, objectives, policies, procedures, and priorities.
  • Maintain a stormwater management program plan which strives to balance the goals of the City's Watershed Implementation Plan (WIP), Chesapeake Bay Total Maximum Daily Load (TMDL) targets, maintenance of existing infrastructure, and a fair and equitable fee structure.
  • Coordinate assigned program activities with those of other City departments and staff as well as federal, state, and local agencies.
  • Negotiate, administer, and monitor stormwater related contracts.
  • Oversee construction contractors, inspectors, and maintenance crews in the interpretation of plans and resolution of problems during construction; review plans to ensure compliance with original plans and specifications; approve changes to approved plans and specifications.
  • Administer Stormwater Program Fee credit and appeal programs.
  • Administer the Rainscapes Rewards and Chesapeake Bay Trust grant programs.
  • Participate in the process of selecting consultants to design various City projects; review and manage consultant studies, design, plans, specifications, and related items.
  • Assist in developing, administer, and constantly monitor the stormwater management program budget ($3 to $4 million annually).
  • Supervise personnel administration functions.
  • Ensure compliance with applicable state and federal programs and regulations.
  • Assist in the maintenance and updating of various databases and filing and recordkeeping systems for the program.
  • Carry out routine Stormwater Geographic Information Systems (GIS) Stormwater data updates.
  • Develop and implement training, education, and outreach programs on stormwater quality mitigation/regulations.
  • Oversee tracking and monitoring of all post-construction treatment devices installed in the City.
  • Investigate and respond to citizen requests and complaints pertaining to stormwater regulations.
  • Investigate and implement appropriate actions in response to reports of illegal discharges that enter the storm drain system.
  • Attend and participate in professional group meetings; maintain awareness of new trends and developments in the program area.
  • Administer the National Pollutant Discharge Elimination System (NPDES) permit compliance, monitoring and reporting.
  • Provide outstanding service, pursue continuous improvement, and exceed expectations.

What you will need to be considered:
  • Bachelor's Degree in Environmental Sciences, Civil Engineering, Engineering, or closely related field.
  • At least five (5) years of relevant experience in Stormwater Program management or coordination or similar type of program or technical area, including delivering stormwater capital improvement projects.
  • Construction management experience strongly desired.
  • At least two years of experience in a responsible supervisory capacity.
  • Previous experience in a local government setting desirable.
  • Valid driver's license.
  • Construction Document Technologist (CDT) certification (required to be obtained within 12 months of hire).
  • Federal certifications in stormwater management such as Certified Stormwater Manager (CSM) or Certified Professional in Storm Water Quality (CPSWQ) preferred.
  • Demonstrated knowledge in local, state, and federal stormwater and environmental laws and regulations.
  • Demonstrated skill in budget development, preparation, and administration and contract negotiation and administration.
  • Proven ability to oversee multiple assignments simultaneously, shift priorities when necessary, and meet firm deadlines.
  • Or any acceptable equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities to satisfactorily perform the essential functions of the job.

This is a full-time salaried "exempt" position requiring a minimum of 40 hours per week (not eligible for overtime compensation under the provisions of the Fair Labor Standards Act and the City's personnel regulations). Direct deposit of paychecks is a condition of employment for all City of Gaithersburg employees.
