Job description

Job Purpose
The Stormwater Supervisor performs complex professional and responsible administrative work in planning, directing, coordinating, and supervising the operation, maintenance, and repair of the Town's stormwater system. This position is also responsible for identifying areas subject to flooding and working with contractors and staff to remedy the situation.
Hiring Range: $55,230.28 - $60,000.00These duties and responsibilities are not intended to be all-inclusive. Employee may perform other related duties as negotiated to meet the ongoing needs of the Town.
  • Oversees, directs and coordinates the daily activities of the stormwater division, maintenance divisions, and staff to ensure quality control.
  • Monitors and coordinates the division's budget and expenditures with the Public Utilities Director.
  • Directs and implements daily, weekly, monthly, and annual required training for the division.
  • Determines maintenance priorities, assigns work to crews, and inspects work for progress and conformity to standards.
  • Locates stormwater issues and develops and implements solutions.
  • Initiates, develops and maintains required reports and files.
  • Ensures compliance with Federal, State, Town, and Department regulations and policies.
  • Consults with relevant personnel on the status of operations and maintenance activities, on maintaining updated Town specifications, and on any necessary rate changes.
  • Oversees, implements, and keeps relevant records on the Town's stormwater system program.
  • Operates Town equipment as needed and loads and transports equipment to work sites.
  • Maintains inventory for the division.
  • Coordinates with other departments, divisions, and government agencies as needed.
  • Inspects new construction of stormwater systems before Town acceptance and makes regular inspections of equipment and facilities.
  • Plans, reviews, approves, and oversees construction and maintenance projects.
  • Establishes the division's operational policies, procedures, goals, and objectives and performs research to recommend any changes.
  • Responds to inquiries and complaints and determines necessary staff and equipment to address issues.
  • Works irregular hours, including weekends, holidays, and extended hours as needed.
  • Seeks grant opportunities for Stormwater Division
  • Develops capital plans for the Stormwater Division
  • Performs work during emergency/disaster situations.
  • Performs other duties of a similar nature or level.
Qualifications
Education and Experience
Graduation from high school or GED equivalency or related field or five (5) years of experience in public utilities infrastructure systems, or an equivalent combination of education and experience sufficient to successfully perform the job's essential duties such as those listed above.
Licenses and Professional Certifications
  • NC Driver's License

Knowledge, Skills, and Abilities
Knowledge of the operations, services, and activities of a Public Stormwater Department including principles and practices of Public Infrastructure and civil engineering administration; principles and application of innovative management practices and theory; governmental accounting and purchasing practices; comprehensive operational policies and procedures; the procedures used in the development and construction of projects; laws pertaining to Public Stormwater functions; principles of water, collection, and distribution systems; occupational hazards and proper safety precautions; and tools and equipment used in street, water, and sewer maintenance repair.
Skilled in preparing complex technical reports; supervising and managing the work of a large, diverse organization; maintaining effective working relationships; planning and coordinating a variety of programs and activities; making technical cost computations; scheduling and managing the division work schedule; and communicating, interpersonal skills as applied to interaction with coworkers, director, the general public, etc. sufficient to exchange or convey information and to receive work direction.
ICS/NIMS course minimums required for all employees include FEMA IS-100, IS-200, IS-700, and IS-800. Additionally, employees assigned middle and upper-level responsibilities within incident operations may be required to complete additional necessary follow-on courses.
Ability to represent the Town in a professional and respectful manner while interacting with a diverse set of individuals within the workplace and the community.Working Conditions
Employee is subject to inside environmental conditions having the lighting, temperature, and noise of an open floor-plan office environment. Employee is also exposed to outdoor conditions and may be frequently exposed to weather elements, including rain, wind, varying temperatures, etc. In addition, the employee must effectively deal with personal danger, which may include exposure to hazardous chemicals and materials, fumes and smoke, intense heat, electrical hazards, confined or high workplaces, dangerous animals, extremely loud noises, hazards of working in and near traffic, and natural and man-made disasters. Work performed in this job may place the employee at risk of occupational exposure to bloodborne pathogens.
Physical Requirements
A portion of work is performed within an office environment, primarily behind a desk, and frequently includes computer operation. The employee must read, write, and interact with others in person, over the phone, and via other devices. The employee may move about within the facility to access file cabinets, documents, office machinery, and other equipment. Travel is often required to outside sites to perform the duties described above and attend meetings, training courses, events, and other business activities. Work may require walking, standing, bending, crouching, crawling, lifting, carrying, and/or moving equipment, pushing and pulling various objects, climbing stairs and ladders, and operating assigned equipment, including motor vehicles. Must be able to perform medium to heavy work exerting up to 75 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.Employment Type: Full Time
