Job Summary/Scope
The purpose of this position is to coordinate and enforce compliance with stormwater environmental regulations and to improve the open drainage system throughout the city, including but not limited to the Neuse River Basin Nitrogen Reduction Program, NPDES permitting and the Watershed/Water Supply program. Successful performance reduces water and soil pollution. The work consists of varied administrative and technical duties. The need to follow exacting standards in performing soil and water sampling contributes to the complexity of the position.
Job Responsibilities
Major Duties
- Enforces the City Stormwater Management Ordinance; issues violation warning notices and noncompliance fines.
- Conducts plan review for compliance of the Neuse River Basin Nitrogen Reduction Program and the Watershed/Water Supply program.
- Responds to public inquiries and investigates complaints related to drainage and flooding, environmental code requirements, and Stormwater Management Ordinance violations.
- Performs high priority field surveying within potentially problematic areas to locate prohibited pollutant discharges into the stormwater drainage system.
- Collects and delivers water and soil samples for certified laboratory testing; interprets results.
- Analyzes water samples using on-site field methodologies to characterize the constituents of pollutant discharges and identify possible sources.
- Responsible for producing educational opportunities to the community regarding illegal discharges, and stormwater pollution prevention, through printed materials and public presentations.
- Employs GIS to create maps and to assess City infrastructures, historical or archived data, and geographical features.
- Submits complaints and work orders to appropriate departments.
- Attends conferences, seminars, and workshops as needed.
- Reports soil, surface water, and groundwater contamination and non-permitted construction activities and land degradation to the appropriate state and federal regulatory agencies.
- Responds to illegal discharge sites after hours as needed.
- Performs other related duties as assigned.
Guidelines
- Guidelines include relevant state and federal laws, city codes and ordinances, city and department policies and procedures, the City of Wilson Stormwater Management Ordinance, and state and federal environmental regulations. These guidelines require judgment, selection, and interpretation in application.
Supervisory/Management Responsibility
- This position may be required to supervise part time temporary employees assigned to the task of data collection, data entry, or many other various aspects involved in administering the City of Wilson Stormwater Management Program from time to time.
Minimum Qualifications
Education/Experience Requirements
- Knowledge and level of competency commonly associated with the completion of an associate degree in a course of study related to the occupational field.
- Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with one year experience or service.
- Possession of or ability to readily obtain a valid driver's license issued by the State of North Carolina for the type of vehicle or equipment operated.
Knowledge Requirements
- Knowledge of water quality and water pollution standards and guidelines.
- Solid understanding of Stormwater issues, construction sequences, Stormwater Control Measure (SCM) minimum design criteria (MDC) selection, and maintenance requirements.
- Knowledge of applicable local, state and federal laws and regulations.
- General knowledge of materials, chemicals, and techniques for certified laboratory testing of water samples.
- General knowledge of environmental science and ecology.
- Knowledge of storm sewers, open drainage channels, design and restoration principles.
- Skill in planning, organizing, and prioritizing work.
- Skill in performing mathematical computations.
- Skill in the use of a computer.
- Skill in reading maps and locating infrastructure.
- Skill in oral and written communication.
Work Environment/Physical Demands
- The work is typically performed while intermittently sitting, standing, or stooping.
- The work is typically performed in an office and at field sites where the employee may be exposed to inclement weather, noise, dust, dirt, grease, contagious or infectious diseases, or irritating chemicals.
- The work requires the use of protective devices such as gloves.
- The employee occasionally lifts light and heavy objects, climbs ladders, uses tools or equipment requiring a high degree of dexterity, and must be able to distinguish between shades of color.
