Job Summary
The Public Health Nurse II (PHN II) works in a population-based practice setting in Clark County. The position emphasizes health promotion, prevention of health problems, and harm reduction strategies. Activities may be focused on the individual, the community, or the systems level, depending on how the issue may best be addressed. Public Health Nurses often work with people of diverse cultures, ethnicities, gender identities, and sexual orientations.
Organizational responsibilities include understanding and promoting the Public Health mission of the department; providing courteous, respectful, efficient customer service to all department clients; honoring diversity of all department employees and constituents; participating in department training; and striving for personal excellence in Public Health work. PHN IIs are to be knowledgeable about the Quad Council Coalition (QCC) of Public Health Nursing Organizations Competencies into their Public Health work.
Based on the epidemiology of the issue, the PHN II may assess, plan, implement and/or evaluate Public Health interventions. Daily activities may involve Public Health functions that include: assessment and assurance activities, participation in the policy formulation process, participation in community partnerships, health promotion, disease prevention and response, harm reduction practices and syringe services, immunizations, as well as STI and HIV counseling, testing and treatment. This is a represented union position that reports directly to the Program Manager of the STI HIV Prevention Program. This position will work an 8-hour schedule, Monday through Friday.

This position may have the option of a remote/hybrid work schedule possibility, however, the candidate selected must reside in OR or WA. No Exceptions.
Qualifications
Education and Experience:
  • Bachelor's degree in Nursing. The degree must have been conferred by an institution of higher education and have National Recognition of Accrediting Agencies by the U.S. Secretary of Education, and official transcripts will be required at the time of hire.
  • Two to four years combination of experience to include clinical experience in a healthcare facility and infection prevention, epidemiology, or infectious disease surveillance experience.
  • Demonstrated working knowledge of Federal, State and Regional requirements.
  • Strong background using science and data to make decisions and implement Public Health services.
  • Experience should document knowledge, skills, and abilities required by the position.

New graduates will be considered if the candidate had a Public Health practicum that included experience in a Public Health setting. Current Washington State RN license and valid driver's license is required at the time of appointment to the position. Finalists for the position must submit to a criminal background check, as required by RCW 43.43.830.

  • Organize and prioritize multiple program functions and seek consultation or collaboration when appropriate; engage coping strategies to manage client load effectively.
  • Practice within the scope of nursing licensure.
  • Provide documentation of immune status to vaccine preventable diseases, and/or participate in the employee immunity program.
  • If applicable, pass respiratory mask fit-testing and be able to wear standard department-issued masks.

Other Necessary Qualifications:
  • Commitment to lifelong learning and practice development.
  • Must be able to respond to Public Health emergencies or exercises at any time, except while on scheduled vacation or other leave. In addition, leaves may be cancelled under
    Public Health emergencies.
  • Must protect the privacy and security of protected health information as defined in state and federal law.
  • Must adhere to OSHA/WISHA guidelines, including but not limited to timely completion of mandatory trainings.
  • Possess a valid driver's license and have access to reliable transportation.

Examples of Duties
Duties may include but are not limited to the following:
  • Conduct STI, HIV and hepatitis C investigation and control activities.
  • Support the planning and implementation of STI control strategies, programmatic outreach activities and other special projects.
  • Conduct outbreak assessment and response.
  • Provide culturally competent clinical STI services with a specific focus on the LGBTQ+ population, youth, sex workers, and people who use substances, and may take place either in-person at the CCPH Harm Reduction Center (HRC) and/or through field outreach, as well as virtual telehealth visits.
  • Provide culturally competent harm reduction counseling, substance use referrals, and clinical STI services with a specific focus on the LGBTQ+ population, youth, sex workers, and people who use substances. Services may take place either in-person at the CCPH Harm Reduction Center (HRC) and/or through field outreach, as well as virtual telehealth visits and may include nursing assessment, testing and treatment for specific STIs, HIV/Hep C testing and counseling, risk reduction education, vaccination, referrals for care and patient follow-up.
  • Provide immunizations and other clinical services.
  • Provide Refugee screening services.
  • Plan, implement and evaluate community education programs on issues such as STI HIV prevention, sexual health, harm/risk reduction and overdose prevention best practices.
  • Assure availability of safe effective vaccine in the community.
  • Implement quality assurance programs for health services in the community.
