Join King County Department of Natural Resources and Parks, Parks Division and the Water and Land Resources (WLR) Division as a Stewardship Project Manager III. This position will be responsible for coordination with other agencies concerning encampments on King County Parks and WLR properties. In this role, the Stewardship Project Manager III will work in partnership with leadership to recommend to the Executive's Office encampment-related protocols and mitigation strategies that affect DNRP properties, coordinate debris pickup, oversee the respectful collection and storage of personal property, and gather vital data for stakeholders.
As the Stewardship Project Manager III, you'll collaboratively engage with diverse stakeholders, including regional and local agencies who lead on housing and homelessness issues, law enforcement, contractors, and the public. Your ability to navigate challenging scenarios with empathy and professionalism will be instrumental in fostering effective solutions.

Duration: This Term-Limited-Temporary (TLT)/ Special Duty Assignment (SDA) position is anticipated to be two (2) years in duration.

  • TLT: Open to the public and all King County employees
  • SDA: Open to current King County career service or appointed employees who have passed their initial probationary period.
  • Planning and Execution: Develop guidelines and protocols related to encampments on Parks and WLR sites. Make recommendations to the DNRP Leadership and Executive Office on encampment issues based on key factors such as safety and public access.Plan, coordinate and, when authorized, schedule cleanup and removal operations at Parks and WLR sites. This can include a range of responsibilities in coordination with regional housing and homelessness providers including site identification, housing and outreach service notification, communication to the public, logistics, planning and monitoring. Direct field encampment cleanup and removal operations. Oversee work performed by county employees and contractors ensuring compliance with quality, quantity an environmental standards and regulations.
  • Communication: Communicate and coordinate with the Executive Office, staff from Parks, WLR, other public agencies, and private vendors to execute complex and sensitive encampment cleanup and removal operations.
  • Process Management and Improvement: Develop, analyze, use, and adjust procedures and protocols for continuous improvement. Manage operational challenges and provide advice regarding best options to resolve difficult issues at encampment sites.
  • Customer Service/Stakeholder Management: Assess and respond to public safety concerns as they arise and engage with law enforcement as appropriate. Respond and initiate remedies to customer requests, inquiries, and complaints regarding cleanup sites.
  • Data Management and Reporting: Collect, monitor, and update data from operations. Analyze and extract data maps, databases, spreadsheets and provide reports that inform management decision-making and development of policy. Maintain appropriate records and provide required reports and documentation.
  • Financial/Procurement Management: Monitor and manage project budget, including partnering with Parks and WLR Finance teams to ensure reporting of expenditures by location and project are readily available. Develop and/or renew contracts with cleanup vendors in partnership with Procurement.
Required Qualifications:
  • Demonstrated, progressive experience in project management, or a related field.
  • Demonstrated experience engaging and collaborating with diverse stakeholders, such as government agencies, community groups, law enforcement, and the public.
  • Responsive, adept, and flexible in working under pressure and with changing priorities.
  • Ability to work under deadlines and on a number of tasks simultaneously.
  • Knowledge of project management principles, such as scope and timeline development and tracking.
  • Skilled in time management and meeting deadlines.
  • Demonstrated understanding and commitment to King County's Equity and Social Justice values and Strategic Plan.
  • Excellent written and verbal communication skills.

Preferred Qualifications:
  • Bachelor's Degree in social science, social work, public administration, business administration, social sciences, or a related field.
  • Multiple years of experience in project management and/or certified in Project Management
  • Experience working with unhoused individuals and people experiencing crisis.
  • Demonstrated ability to build relationships with external partners within a politically sensitive environment.
  • Ability to exercise sound judgment and discretion in challenging and complex situations.
  • Experience providing presentations to both internal and external customers.
  • Experience with map data within ArcGIS or Field Map applications.
  • Proficiency in MS Project, Word, Outlook, Excel, and PowerPoint.
Working Conditions:
  • Work Location:This is a combination of remote work and onsite work requirements with the primary onsite location at King Street Center (201 S. Jackson St, Seattle, WA 98104). This position reports onsite on the first day of employment for orientation and approximately 1-3 times a week to King Street Center, subject to change based on business needs. This role will also require occasional travel to various encampment site locations throughout King County. Employees must reside in Washington State and be within a reasonable distance to their King County worksite to meet workplace reporting requirements.   • Work Hours: This full-time position works a 40-hour work week.
  • FLSA Status: This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible.
  • Union Representation: This position is not represented by a union.
  • Necessary Special Requirements: A current Washington Driver License (or ability to obtain one upon hire), or alternative ability to travel in a timely manner to various locations including to sites which may not be served by public transportation.
