This position works directly for the Maintenance Division Director and will support the Lead Seal Coat Specialist in the continued development of TxDOT's Seal Coat program. As the Statewide Support person for this program, they will travel to districts to discuss the statewide Seal Coat program, provide support to the districts on troubleshooting Seal Coat related problems, provide guidance for material selection and application. They will also represent TxDOT in meetings with our partners such as TxAPA, the AGC, and material providers. They will assist in the development of training, workshops, and participate in conferences that further the development of TxDOT's Seal Coat program.

Provides technical expertise and coordination for the maintenance of highways and facilities in accordance with Department standards. Work requires contact with governmental officials and private entities. Responsible for coordinating, leading, and/or training others in a variety of aspects of maintenance programs. Employees at this level are virtually self-supervising and assume direct accountability for the work product. Seal Coat Committee alternate member with the intended function of providing training, district support and providing guidance and best practices to TxDOT personnel, contractors and material suppliers. Acts as a representative for the agency in matters regarding the Seal Coat program, primarily in support of the Lead Seal Coat Specialist. Candidates should be extremely well versed in all aspects of Seal Coat construction and maintenance. Having in depth roadway construction inspection experience is an important skill set needed for this position.
Essential Duties:
- Assists in the development and review of Seal Coat policies.
- Assists with the Seal Coat program and projects to enhance efficiency and streamline operations.
- Drives/travels to districts and maintenance offices to perform site visits and monitor Seal Coat activities.
- Inspects current Seal Coat projects for proper use of personnel, equipment and materials, traffic control and quality of work completed.
- Prepares and makes presentations on the Seal Coat program.
- Serves as an agency contact for TxDOT leadership, material providers, industry personnel, and the contracting community regarding TxDOT’s Seal Coat program.
Minimum Qualifications:
Education: High School Grad or Equivalent in general studies.
Experience: 5 years experience in transportation maintenance, construction inspection or related activities. (Experience can be satisfied by fulltime or prorated parttime equivalent). College education and/or relevant technical training may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications
Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle.
Competencies:
- Methods, procedures, equipment and materials used in intermodal transportation engineering construction and maintenance work.
- Roadway construction, inspection and evaluation methods and procedures
- Maintenance contract inspection procedures
- Planning, coordinating and handling multiple projects within area of responsibility to meet short and long term deadlines
- Materials used in highway/bridge construction and maintenance
- Highway maintenance concepts, methods, policies and requirements
- Roadway maintenance concepts, methods and procedures
- Applicable industry safety standards, guidelines and specification codes
- Applicable inspection methods, procedures and techniques
Physical Requirements and Working Conditions:
- Medium work: Lift up to 50 lbs at a time and frequently lift or carry objects up to 25 lbs
- Stooping-bending body downward and forward by bending spine at waist
- Standing-prolonged periods of time
- Walking-moving on foot to accomplish tasks: long distance/from one work site to another
- Talking-expressing or exchanging ideas by spoken words
