This position works directly for the Maintenance Division Director and is the lead person in the agency for the continued development of TxDOT's Seal Coat program. As the Statewide Lead for this program, they will travel to districts to discuss the statewide Seal Coat program, provide support to the districts on troubleshooting Seal Coat related problems, provide guidance for material selection and application. They will also represent TxDOT in meetings with our partners such as TxAPA, the AGC, and material providers. They will develop training, workshops, and participate in conferences that further the development of TxDOT's Seal Coat program.

Provides technical expertise and coordination for the maintenance of highways and facilities in accordance with Department standards. Responsible for ongoing technical oversight of statewide sealcoat and associated maintenance improvement projects and initiatives. Work requires contact with governmental officials and private entities. Responsible for coordinating, leading, and overseeing training projects others in a variety of aspects of maintenance programs. Reports to the Maintenance Division Director. Serves as Lead Worker. Employees at this level are virtually self-supervising and assume direct accountability for the work product. Seal Coat Committee member with the intended function of providing training, district support and providing guidance and best practices to TxDOT personnel, contractors and material suppliers. Acts as the lead representative for the agency in all matters regarding the Seal Coat program. Candidates should be extremely well versed in all aspects of Seal Coat construction and maintenance. Having in depth roadway construction inspection experience is an important skill set needed for this position.
Essential Duties:
- Assists in the development and review of Seal Coat policies.
- Coordinates the Seal Coat program and projects to enhance efficiency and streamline operations.
- Drives/travels to districts and maintenance offices to perform site visits and monitor Seal Coat activities.
- Inspects current Seal Coat projects for proper use of personnel, equipment and materials, traffic control and quality of work completed.
- Prepares and makes presentations on the Seal Coat program.
- Serves as lead agency contact for TxDOT leadership, material providers, industry personnel, and the contracting community regarding TxDOT’s Seal Coat program.
- Performs other duties as assigned.
Minimum Qualifications:
Education: Bachelor's Degree in a related discipline. Relevant work experience may be substituted for degree on a year per year basis.
Experience: 5 years of experience in transportation maintenance program coordination, construction, and/or other related specialized project management and oversight. (Experience can be satisfied by fulltime or prorated parttime equivalent). Related graduate level education may be substituted for experience on a year per year basis. Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle.

- Methods, procedures, equipment and materials used in intermodal transportation engineering construction and maintenance work.
- Roadway construction, inspection and evaluation methods and procedures

- Establishing plans and setting objectives and goals that support overall business strategy/results; anticipating and adjusting for problems/roadblocks
- Analyzing issues, facts, and available information to develop logical solutions; researching inconsistencies of facts or data; drawing correct inferences from information and making recommendations that support business decisions
- Planning, coordinating and handling multiple projects within area of responsibility to meet short and long term deadlines
- Exercises logic and reasoning to define problems, establish facts and draw valid conclusions; makes decisions that support business objectives and goals

Physical Requirements and Working Conditions:
- Medium work: Lift up to 50 lbs at a time and frequently lift or carry objects up to 25 lbs
- Stooping-bending body downward and forward by bending spine at waist
- Standing-prolonged periods of time
- Walking-moving on foot to accomplish tasks: long distance/from one work site to another
- Talking-expressing or exchanging ideas by spoken words
