The Statewide Safety Officer directs all aspects of the Department's Risk Management Program, which encompasses safety, health, and environmental functions at multiple locations throughout Arizona. This position compiles statistics and key performance indicators for all business units to measure progress toward specific health and safety goals or to monitor trends associated with facility activities or special projects, providing recommendations, including appropriate budgetary resources, and consultative support during regulatory inquiries.
This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Exercises professional judgment, discretion, and technical expertise in the inspection, investigation, and resolution of safety, health, and environmental conditions for multiple locations.
Develops policies and procedures for STATEWIDE SAFETY and risk management efforts.
Identifies, researches, analyzes, and evaluates potential risk or loss exposure for current and potential future activities and operations.
Determines appropriate action for violations, complaints, and referrals. Conducts informal conferences with violators and recommends appropriate action.
Directs, develops statewide risk management program, including investigations and enforcement of work environments for compliance with Federal and State occupational safety and health standards, regulations, laws, rules, and codes.
Serves as the agencies loss prevention coordinator.
Responds to requests for information and provides interpretations of requirements set forth in Arizona Department of Safety and Health (ADOSH) standards, regulations, and other provisions, as well as Federal Occupational Safety and Health Act (OSHA) regulations and ADOA Risk Management.
Provides occupational safety, health, and environmental information and training to employees and employers. Conducts training seminars and safety meetings for accident prevention and loss control.
Oversees the accuracy of all evacuation and Emergency Action Plans for the Department.
Provides advice and responds to Inquiries and requests for information regarding the Department's risk management techniques and practices.

Applicable Federal, State and local laws and regulations governing occupational safety standards, codes, and regulations, such as OSHA and ADOSH standards, Arizona Administrative Code R210-ET AL, industrial hygiene; NIOSH programs; respiratory protection; minimizing exposure to infectious diseases;
Loss Prevention, and Workers' Compensation
Principles and practices of sound business communication
Methods and techniques for conducting statistical analyses
Asset protection, managing risks, and emergency management
Methods, procedures, and techniques used in testing and sampling materials, such as soil, air, water, gasses, and dusts or powders;
Standard industrial and construction building and manufacturing processes and work practices.

Conducting research of loss prevention and control issues, evaluating alternatives, and reaching sound conclusions and recommendations for improvement

Ability to:
Implement risk management and in modifying and adapting methods and procedures to minimize injury and property damage potential resulting from unsafe conditions and practices.

Diffuse and manage volatile and stressful situations
Bachelor's Degree in Occupational Safety and Health or a related field. OSHA 501 General Industry train-the-trainer certified, or become certified within 12 months of hire. FEMA NIMS Safety Officer, or qualified within 12 months of hire. NFPA 10 certified, or become certified within 12 months of hire.
A valid Arizona Driver's License.
Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
