Job Summary
Under administrative direction, an employee in this class is responsible for coordinating the state and federal Hazard Mitigation programs including FEMA's Hazard Mitigation Grant Program (HMGP), Building Resilient Infrastructure and Communities (BRIC) Program, Flood Mitigation Assistance (FMA), and the State Hazard Mitigation grant program. The incumbent does this by providing support to clients before committees, commission meetings, and other forums; establishing program goals and objectives; directing the activities of consultants, project leaders and other staff at all levels as they relate to these programs; developing financial reporting systems; developing and conducting program administration training sessions for both internal and external personnel; monitoring compliance of clients; and evaluating policies and procedures for program administration. The incumbent will also perform other duties as required.
This position will have the option of teleworking; however, it will be based on the business needs of the unit and is at supervisory discretion
Qualifications
Minimum Qualifications
Minimum of three (3) years of experience in Hazard Mitigation planning and program management OR
Bachelor's Degree in planning, civil engineering, public administration, or emergency management and two (2) years of experience in Hazard Mitigation planning and program management.
The State Hazard Mitigation Officer must:
• Understand organizational structure and how to develop and administer budget and legislative initiatives
• Possess knowledge of the legislative process and have the ability to serve as a credible, technical expert before various audiences
• Understand public policy principles and administration theory sufficient to oversee the design, implementation and evaluation of mitigation program and financial reporting systems
• Have the ability to lead other program staff and contractors to meet established goals, objectives and timelines
• Be able to make decisions and program changes under short deadlines, political pressure and during times of disaster
• Possess excellent written and oral communications skills and an excellent ability to facilitate meetings, present training and develop tools to keep HSEM and DPS leadership informed of the Hazard Mitigation program status
• Ability to work cooperatively with individuals from diverse backgrounds
Preferred Qualifications
The ideal candidate will:
• Have demonstrated experience with all of FEMA's Hazard Mitigation Programs
• Have demonstrated experience in developing and implementing mitigation program elements in a post-disaster environment
• Have demonstrated experience in incorporating mitigation planning into community long-term strategic planning efforts
Physical Requirements
Requires occasionally moving and transporting 50 pound items and frequently moving and transporting objects such as heavy tools and heavy file boxes. This job may require positioning self to move to a significant degree across rough terrain or may involve maintaining a stationary position for extended periods.
