Staff Attorney

Role Overview:
The Staff Attorney contributes to the IHCDA mission by providing legal support to IHCDA staff and ensuring that IHCDA and its staff are in compliance with the rules and regulations of state, local, and federal funders and other regulatory agencies.
A day in the life:
The essential functions of this role are as follows:

• Develop an understanding of IHCDA, its mission, and its work
• Understand the vision, mission, and strategic priorities of IHCDA
• Develop an understanding of IHCDA initiatives and programs
• Draft and review contracts and other agreements. Negotiate terms when needed. Ensure agency compliance with IHCDA, federal and state contracts, and procurement policies.
• Monitor federal regulations directly related to IHCDA programs (such as HOME regulations) or broadly affecting IHCDA (such as the Fair Housing Act) to ensure IHCDA's continued compliance.
• Review federal grants and sub-recipient agreements for various programs to ensure compliance with federal requirements.
• Represent IHCDA in foreclosure cases involving properties in which IHCDA has an interest.
• In coordination with IHCDA's Real Estate Department, ensure property transfers are compliant with IHCDA, state, and federal requirements. Draft or review necessary documentation.
• Research, interpret, and provide legal advice in relation to laws, rules, policies, and legal opinions pertaining to agency operations
• Review notes, mortgages, subordination agreements, and other loan documents as requested by IHCDA's Real Estate Department.
• Ensure IHCDA's timely compliance with the Indiana Access to Public Records Act, which includes the following:
• Making determinations on behalf of IHCDA regarding whether information must, may or must not be provided, consulting with the General Counsel as needed
• Ensuring that documents are reviewed and redacted as necessary prior to delivery to the requesting party
• Notifying the General Counsel if an APRA decision appears that it will be contentious or result in further attention needed at IHCDA
• Provide general legal support in coordination with the General Counsel as requested by staff

What You'll Need for Success:
You must meet the following requirements to be considered for employment:

• Licensed to practice law in the State of Indiana
• Two years of prior legal experience is preferred
• Experience in real estate law, property law, contract law, affordable housing, government assistance programs, or federal or state grant administration or compliance is preferred
• Dedication to IHCDA's mission and strategic priorities;
• Ability to work well in a collaborative environment as part of a team
• Demonstrates highly effective verbal and written communication skills
• Possesses high attention to detail
• Possesses strong legal research skills
• Proactive in anticipating issues with projects or processes and communicating those issues to others
• Ability to independently manage multiple tasks and meet multiple deadlines
