Join a team of hard working individuals at the Department of Human Services (DHS), Bureau of Financial Management. We are looking for self starters who want to make a difference in the area of finance for our Budget Analyst 2 opportunity.
Duties and Responsibilities
- Set-up and Coordination of JDE general ledger accounts
- Assist with the creation of general ledger accounts for accurate processing, invoicing, and posting.
- Work with the DHS/Bureau of Contracts and Compliance (BCC) and DHS Program Offices to set up or adjust grants in accordance with contract specifications, including assisting in the preparation of Executive Actions as necessary.
- Prepare JDE job set up forms and budget modifications.
- Billing/Collections/Reporting
- Research the proper coding of grant invoices.
- Identify redistribution of expenses among grants to be made based on grant analysis.
- Prepare claims, invoices, and requests for reimbursement for revenue sources.
- Prepare the posting, depositing and distribution of revenue, as well as the transfer of account funds.
- Develop and submit collections reports, including the deposit of revenue into proper accounts.
- Maintain cash receipts ledger, monitor outstanding receivables, and cash balances.
- Prepare grant reports as required.
- Complete analyses of financial appropriations, revenue, and expenditures.
- Properly reconcile and close out grants.
- Budgets
- Participate in the development and submission of annual grant budgets consistent with the guidelines and procedures established by the Allegheny County Budget and Finance Office and/or the Allegheny County Controller’s Office.
- Training and Support
- Provide training and support to Budget Analysts working within the same assigned program office(s).
- Respond to questions and provide guidance to Budget Analysts working within the same assigned program office.
- Update and maintain procedures documentation, as necessary.
- Other
- Prepare journal entries and supporting documentation.
- Prepare and provide reports as needed or requested by DHS management staff.
- Prepare provider annual funding letters.
- Provide input for developing new procedures for improving DHS’ accounting system.
- Assist with internal and external audits as requested.
- Participate in special projects as requested.
Minimum Experience and Training
- One year of experience as a Budget Analyst 1; or
- Two years of experience in technical budget administration work, and a bachelor's degree; or
- Any equivalent combination of experience and training.

County residency: Must become a resident of Allegheny County within one (1) year of appointment.
