Buckeye Partners is currently seeking a Senior Terminal Operations Specialist with experience in Terminal Operations in the Oil & Gas Industry to join our growing team!

Role Summary:

Responsible to support Operations Services and Terminal Operations across the three Regions. Top priorities are to help ensure safe, reliable, efficient, environmentally conscious, and profitable Terminal Operations while maintaining compliance with regulatory requirements and striving for Operational Excellence (Achieving our Business Goals while causing no harm to People, Property, the Environment, our Customers’ products, or Company Reputation). Job duties will be focused on, but not limited to all aspects of the Truck, Rail, and Marine Operations, Terminal Inventory and Automation Programs.

Responsibilities & Essential Functions include:

  • Terminal Automation Responsibilities - Responsible for supporting Buckeye’s Terminal Automation System (TMS) including providing support to Operations, troubleshooting software functionality issues, serving as an SME for terminal automation projects, and developing tools and checklists to support TMS data entry and administration. Participates in testing TMS Service Releases and pilot them for rollout to all terminals.
  • Terminal Inventory Responsibilities
  • Inventory Control - Ensures Operations completes accurate and timely daily inventory. Review and research inventory balances that are outside the normal trend percentage (%). Support inventory management, inventory tracking, and business analysis/budget development and review.
  • Process Improvement – Identify and implement continuous improvement initiatives related to the inventory accounting process.
  • Inventory Liaison - Serves as an inventory liaison between Operations and Volume Accounting. Provide feedback and report equipment trends as related to inventory issues to Terminal Operations in a timely manner. Assists in inventory investigations across multiple disciplines (M&QC, Volume Accounting, Operations, and Technical
  • - TMS).
  • Quality Control - Assist Regional Asset Teams in reviewing transactions, batch changes, tank temperatures, product gravities, and tank water bottoms for accuracy.
  • Auditing and Compliance (Truck, Rail, and Marine Operations)
  • Truck Terminals – Work with the Regional Terminal Specialist to ensure that all required Terminal Audits are completed annually, properly documented in Buckeye’s Incident Reporting Database (BIRD) and corrective actions assigned as necessary.
  • Rail Terminals – Work with the Regional Terminal specialist to ensure that tri-annual audits are completed on schedule, properly documented in Buckeye’s Incident Reporting Database (BIRD) and corrective actions assigned as necessary.
  • Marine Terminals – Work with the Regional Terminal Specialist to ensure that bi-annual audits are completed on schedule, properly documented in Buckeye’s Incident Reporting Database (BIRD) and corrective actions assigned as necessary.
  • Support – Support the Manager of Terminal Operations, Inventory Specialist(s) and Automation Specialist in implementing Terminal Operations Programs. Provides support to the Regional Terminal Specialists (RTS), including explaining terminal programs at monthly meetings, and assisting with training. Acquisitions - Assist in performing due diligence prior to an acquisition, when required. Serve as the lead or backup for closing activities associated with an acquisition. From an operations standpoint, lead TMS conversions post-acquisition including training of newly acquired employees. Provide on-going support post acquisition and transition to TMS.
  • Training - Support the development and implementation of terminal training programs, including operations training, TMS training, volume accounting training, and the Terminal Training Academy.
  • Release Prevention – Serve as a member of the Release Prevention Team and analyze releases. Track trends and work towards solutions to reduce releases across the organization.
  • Emergency Response - Assist in responding to terminal related emergencies when / if needed. Participate in annual emergency response training drills as requested.
  • Investigations - Participate and / or lead investigations for terminal-related incidents. Complete investigations and assign corrective actions as necessary. Develop Lessons Learned when applicable.
  • Department Initiatives – Participate in the development and implementation of company or department initiatives to reduce risk or improve operations effectiveness and efficiency. Monitor and manage implementation to drive to 100% completion.
  • Program Projects - Assist in compiling annual project lists and costs for annual budget purposes. Assist with the development of project scopes and estimates for entry into OPPM for MCAP and MEXP consideration.
  • Manuals - Participate in establishing company policies and procedures. Participate in the review, revision, and approval processes related to the Terminal Operations Manual and the Local Terminal Operating Manuals.
  • Other duties as assigned

  • Excellent communication (oral and written) and interpersonal skills are required. Problem-solving skills and organizational skills are also essential.
  • This position requires someone who can work well under pressure and has a strong commitment to safety.
  • Individual must be available during non-work hours as required. Work circumstances periodically require, without notice, evening, weekend, or holiday work.
  • Position may require exposure to adverse weather conditions, hazardous environments, and require the physical stamina to climb tanks and work long hours in the field.
  • Individual must be available during non-work hours as required and will be required to always carry a cell phone.
  • Position requires extensive travel, approximately 40%.

Position Requirements:

  • High School Diploma or equivalent is required.
  • Bachelor’s Degree is preferred.
  • 8+ years of Terminal Operations or equivalent industry experience is required.
  • Experience with Marine and Rail Terminal Operations is preferred.
  • Related Terminal Automation Systems (Toptech / TMS) experience is required.
  • Knowledge of Agency Requirements, such as EPA, USCG, FRA, and other permit requirements.
  • Full understanding of all software applications that apply to Terminal Operations
  • Experience managing operations is preferred.
  • Approximately 40% Travel Required.
  • Certificates & Licenses:
  • Valid Driver’s license.
  • Current Transportation Worker Identification Credential (TWIC).
  • Essential Functions:
  • This position requires the ability to perform essential job functions consistently, safely and successfully with ADA, FMLA and other federal, state, and local standards, including meeting qualitative and or/quantitative productivity standards.
  • This role requires the ability to maintain regular, punctual attendance consistent with the ADA, FMLA and other federal, state, and local standards.
  • This position requires compliance with all personnel policies.
  • Physical & Safety Requirements:
  • The incumbent must meet medical criteria established by OSHA for emergency response.
  • This position may require exposure to hazardous environments and require the wearing of a respirator.
  • This position requires adherence with DOT Drug and Alcohol testing requirements.
  • The person in this position needs to occasionally move inside the office to access file cabinets, office equipment, etc.
  • The employee is frequently required to effectively communicate with others.
